Hauptaufgaben

Fire Risk Management Surveys : Acts as authority having jurisdiction to ensure a safe environment in facilities and for operations. Independently schedules, coordinates and performs cyclic and / or special fire risk management surveys of buildings, structures, troop billets, living quarters, schools, places of public assembly, maintenance shops, warehouses- hangers, ammunition storage areas and other hazardous areas and community facilities, based on legal requirements and inspection frequencies determined by the Fire Chief. Usually a geographic AOR or certain units are assigned to each inspector, where the inspector serves as primary interface in all matters of fire prevention and protection for assigned tenants. Identifies violations of legal requirements, fire regulations, fire prevention measures, and for conditions contributing to fire hazards in order to institute corrective measures caused by operations or facility modifications as well as changes in occupancy. Assesses the risk of each violation and develops corrective action plans, usually providing different options for tenant and facility engineer to achieve compliance. Has the authority to stop unsafe operations immediately. Prepares fire risk management survey reports showing deficiencies noted, justifying the code violation and risk associated and determines corrective actions to be taken; ranging from informal advices to immediate stop of operation based on risk of shortfall identified. Initiates corrective actions to achieve code compliance, which are the responsibility of DPW under the established repair and maintenance program providing detailed identification of the violation including justification of regulatory requirement (law, code or standard), risk associated and different corrective actions available. Assigns risk assessment codes (RAC) IAW AR 385-10 to every violation and forwards RAC 1 to 3 shortfalls to be included in the installation's hazard abatement program for follow up. Performs follow up inspections as needed to document corrective actions are implemented. Training : Develops plans and provides various training classes for entire installation population, tailored to the needs of different audiences (i.e. Military personnel, LN's, DPW personnel, child care providers, and other tenants as well as children). Develops theoretical and practical fire prevention classes to include fire extinguisher classes, identifying required in-house and outside resources tailored to different target groups. Schedules and coordinates independently providing classes based on customer requests or command initiatives. Reviews those classes regularly for adequacy. Based on fire statistics, lessons learned during inspections and other indicators, develop and suggests to the Assistant Chief Fire Prevention or Fire Chief additional initiatives. If approved by the fire Chief plans and develops ICW other fire inspectors detailed action plan to include developing training material, budgeting for support material such as handouts etc and coordination with all other outside agencies to implement program. Instructions are held in English as well as in German language depending on composition of class members.

Performs other duties as assigned.

Qualifikationsanforderungen

C1-0081-5A :

Following are minimum qualification requirements for entry into any fire protection and prevention position to which this qualification standard applies :

1. Applicants for this position must have E&T Level I (completed lower secondary school / Hauptschulabschluss)

2. Possession of a valid host Nation Class B and Class C motor vehicle operator license.

3. Fully meet the English Language Proficiency Level C1 requirement.

4. Ability to operate a Computer.

5. Pass a medical evaluation as determined appropriate by US Army authorities.

6. Requires the following certificates if required for the specific position according to the Feuerwehrdienstvorschrift 2(FwDV2) :

a) A host Nation Emergency Medical Technician certificate. (b). A fire fighter certificate (abgeschlossene Feuerwehrgrundausbildung) (c) A SCBA certification (Ausbildung zum Atemschutzgeraetetraeger) (d) A radio communicator certificate (Ausbildung zum Sprechfunker)

7. A license to operate all emergency fire firefighting equipment.

8. A certification to service and recharge fire extinguishers.

9. Complete and pass required medical examinations as determined appropriate by US Army authorities.

10. Successfully complete the prescribed in-house US Army fire firefighting training during the first 24 months of appointment and successfully complete recurring renewal training as well as training to operate newly acquired equipment and specialized training to keep all required certifications up-to-date and valid.

Position Title Grade Years of Experience :

Inspector (Fire Prevention / Training) C-5a : 2 years

Experience Requirements : Creditable experience must be directly related work experience in the same area of specialization to the position to be filled. The experience could have been gained in the actual performance of duties such as : (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detecting, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous material incidents and / or (6) developing, implementing, or providing training in fire protection and prevention. However, the below stated amount of experience must be directly and specifically related to the position to be filled.

Substitution of the above experience requirements with higher level formal education is not permissible.

  • Applicants must be in possession of a German driver's license class B and C.
  • German driver's license class CE desired.

LANGUAGE PROFICIENCY LEVEL :

English AND German Language Proficiency level C1 required.

  • The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).

  • Employee must be able to lift and carry up to 100 lbs.
