Hauptaufgaben
Serves as a PHCE EHE technical authority on questions / matters related to the interpretation of host nation environmental regulations and to the determination on how to apply environmental standards and criteria to US activities and installations. Reviews and interprets US Federal and Host Nation Federal and local environmental laws and regulations that are applicable to the US Forces in USAREUR-AF. As a senior project manager, is responsible for planning and conducting comprehensive environmental studies in the fields of drinking water and sanitation involving bacteriological, chemical and physical drinking water monitoring and surveillance, sanitary surveys, water system evaluations, microbiological laboratory certifications, and water system operations and management consultations.
Reviews and comments technical reports from project officers. Assists commanders in discharging their legal and regulatory responsibilities under host nation environmental law and USAREUR-AF regulations. Assists Preventive Medicine Activities in protecting Army employees and their dependents against unhealthy environments.
Serves as a liaison between USAREUR-AF / IMCOM-E / PHCE and the host nation environmental authorities on a Federal, State and local level. In cooperation with the PHCE EHE Chief represents PHCE in meetings and conferences with other military organizations and host nation government representatives. Maintains contact with all levels of the host nation government for the purpose of keeping abreast of the rapidly changing regulatory requirements. Contacts include the European Environmental Council, the Umweltbundesamt (German Environmental Protection Agency), the Landesaemter fuer Umweltschutz (State Environmental Protection Agencies), the Association of Environmental Engineers, the Deutsche Verein des Gas- und Wasserfaches e.V (DVGW) and the Federal Association for Environmental Protection and Natural Conservation. Maintains liaison with scientific and technical personnel in other government activities and the private sector for the purpose of exchanging technical information and ideas.
Is involved in complex and politically sensitive projects directed at developing solutions to major environmental problems in USAREUR-AF / IMCOM-E. Is responsible for preparing study protocols, determining resource requirements, scheduling site work, managing sample collection, evaluating and interpreting analytical results and preparing technical reports. Site work may require the technical direction of numerous professional and support personnel.
Assists the US Army in negotiations and discussions with regulatory and other public agencies in the capacity of a professional environmental engineer, offering expert technical opinion within a wide range of environmental health engineering drinking water related subjects. Makes scheduled visits to military communities throughout USAREUR-AF to provide technical review of drinking water programs to assure adequacy and compliance with standing instructions.
Provides advice and guidance to IMCOM-E and USAREUR-AF officials in developing policy and regulations on drinking water supply quality control and management. Provides input for regulations / policies, which will govern the USAREUR-AF environmental program. Serves as an expert advisor and consultant to personnel of USAREUR-AF, IMCOM-E and German Government officials on problems relating to environmental drinking water problem areas / questions. Is responsible for establishing standards, methods, and procedures to effectively accomplish the program goals; develops short and long range program objectives; interprets program objectives, directives, and regulations received from host nation and TTS Military higher authorities.
Justifies the requirements for funds, manpower and equipment necessary for the accomplishment of drinking water program studies. Initiates, plans, coordinates, directs, and conducts studies to assess and evaluate the drinking water quality within USAREUR-AF / IMCOM-E. Determines strategies and assists in developing methodologies to mitigate and promote safe drinking water. Conducts searches of available literature, Federal, State and local legislation, and international standards on drinking water quality assessments and standards.
Coordinates and conducts technical training events to USAREUR-AF and PHCE environmental health engineering personnel. Conducts formal and informal training for personnel at US Army sponsored courses and seminars in the areas of drinking water supply quality control and management. Maintains liaison with scientific and technical personnel in other government activities and the private sector for the purpose of exchanging technical information and ideas. Attends various meetings, conferences and performs technical presentations.
Performs other duties as assigned.

E&T Levels I thru IV : not creditable for positions in this occupational series.
E&T Level V : Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
- Office automation skills are required.
- German driver's license class B desired.
LANGUAGE PROFICIENCY LEVEL :
English Language Proficiency level C1 AND German Language Proficiency level C2 required.
