Hauptaufgaben

Serves as a senior professional Civil Engineer requiring the application of Civil Engineering skills for military construction projects including the resolution of complex engineering problems as well as socioeconomic, administrative, or other aspects of the engineering work. The duties and responsibilities of the position often involve specific, difficult problems that require substantial analysis and evaluation of alternatives that can only be derived on the basis of thorough knowledge and experience. Solution of civil engineering problems involves substantial modification or adaptation or compromise to comply with either US and / or local national construction requirements. The application of US and Host Nation criteria, codes, and standards must be adhered towards in the construction of the most complex military facilities. Prepares drawings, specifications and design analyses for civil portion of designs performed in-house, and reviews contractor's design submittals. Participates in design charrettes and related meetings. Typically, is assigned projects of considerable difficulty, i.e., containing combinations of unusual features, requiring significant departures from previous approaches to similar projects. Design review and design development are further complicated by the requirement to adhere to US and Host Nation building and life safety codes; the use of US and foreign materials and equipment; differences in standards and construction techniques. In addition, serves as technical advisor to USAEDE engineers on complex design projects. Projects include both new construction and renovation of facilities in Germany, Belgium, Italy, Turkey, Eastern Europe, the Middle East, and Africa. Each location has its own unique set of construction methods and contracting laws.

Serve as a civil engineering technical expert executing in-house designs and reviews of contractor performed design, evaluates design objectives, performs complex technical calculations, performs quality control, identifies most economical and efficient procedure for project design and performances considering all influences and prepares necessary drawings, specifications, and supporting documents for advertised or negotiated procurements. Reviews the work of Architect / Engineer contractor firms to ensure design excellence and space requirements are met. Prepares correspondence, technical reports, fact sheets, status reports, and schedules as required to complete project assignments. Reviews and evaluates shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or revision. Furnishes technical advice to lower grade engineers on possible approaches to the solution of specific design problems. Assists in training new civil engineers in the organization. Consults with construction division personnel to resolve differences and complex unforeseen problems and latent conditions developing during construction and based on the condition, prepares sketches or change drawings and specifications solving the problem and incorporates these change documents into the contract performance documents.

E&T Levels I thru IV : not creditable for positions in this occupational series.

E&T Level V : Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.

• Applicant must be in possesion of a Master's Degree or Dipl. Ing from a University.
• Office automation skills required.
• Driver's license class B required.
• Excellent knowledge of the relevant German standards and regulations like DIN standards, FGSV, DWA and DVGW guidelines; knowledge of the VOB required.
• CAD proficiency required.

LANGUAGE PROFICIENCY LEVEL :

English Language Proficiency Level C1 AND German Language Proficiency Level C1 required.
