Hauptaufgaben

Establishes and coordinates all aspects of life cycle project development with appropriate organization(s) to assume the development and implementation of project scope, cost estimates and budgets, project schedules, procurement strategies and sources allocations. Prepares and coordinates data entry into the USAG Bavaria Project Management Database (PMD) to include approximately 35 difference data entries and design / construction schedule for each project. Assures the development and technical adequacy of feasibility reports, DD Form 1391's, design directives, memos of understanding, design memoranda, initial project criteria, inter-service support agreements and contracts necessary for the various aspects of the project(s). Confers with using agency representatives to obtain information on functional requirements, scopes of projects and design criteria of the agency. Prepares schedule of services and cost estimates for A-E and JOC services. Initiates Requests for Proposals (RFP). Participates in A-E pre-selection and selection boards. Monitors and reviews A-E / JOC contractor performance, payment estimates and progress schedules, as required. For indirect contracting, initiates request for initial ABG-3 and subsequent ABG-3 modifications. Ensures that the coordination with local host nation agencies is accomplished in a timely manner to preclude project delays. Resolves issues. Schedules project phases, monitors project's progress against schedules. Advises supervisor of potential problems, which could result in delays and initiates corrective actions to avoid target date slippage. Monitors project costs to keep within program targets. Maintains control of project design schedules, resolves problems and procedural issues through appropriate technical or managerial channels. Coordinates all project development activities with responsible parties. Coordinates review of preliminary and final plans / studies specifications and estimates. Ensures overall review for conformity with directives, compliance with contract, adherence to criteria and accepted engineering practices, and for meeting functional requirements of the project. Forwards submittals to using agency and higher chain-of-command for approval, providing full explanation of project background. Analyzes comments from various internal and external agencies (host nation representatives, A-E's, IMCOM-E, USAFE, USN, USAREUR, etc.) in conjunction with the design organization for incorporation into preliminary and final design. Serves as chairperson for design review conferences (e.g. pre-design, pre-concept, concept, final, and back-check). Prepares the technical and justification portions of fund request messages to USAREUR or other customers. Ensures timely receipt of funds for all project changes prior to incurring obligations. Adjusts project budgets prior to requesting additional funds in support of changes. Participates in the development of special contract language related to construction phasing requirements. Reviews performance period and project phasing. Prepares estimates of liquidated damages, as well as other special contract provisions required for unique aspects of the project(s). Processes documentation for contracts to include solicitations, negotiation, and preparation of final contract documentation for issuance by either RCO Grafenwoehr, Wiesbaden Regional Contracting Command or TCC Kaiserslautern.

Establishes and monitors schedules for the advertisement and award of construction contracts and ensures execution or implementation of the projects in accordance with established schedules. Attends pre- solicitation conferences, reviews construction contract solicitations and assists in contract bid evaluations. Reviews award packages to ensure appropriate documentation is included. Reviews all contract actions before signature by contracting officer and resolves any problems or questions, as required. Participates in rating study / design / construction contractor performance upon completion of project. Reviews construction contractor progress schedules. Manages and coordinates changes and funds requests as required during the execution of the project(s). Ensures that modifications or change order requests are complete, properly documented, categorized, and processed timely in accordance with established procedures for the different categories of changes. Provides PMD data updates from contract modifications, as project requires. Prepares design deficiency memorandum (DDM) on design error changes and informs designer of liability. Assures preparation of draft findings on contract claims and disputes for contracting officer's decisions. Makes field visits to insure work is performed as planned and to resolve technical problems which may be identified. Participates in regular meetings, pre-final and final inspections as required. Coordinates actions and processes documentation for terminating contracts providing input to other organizations, as required. Monitors contract closeouts including review of contractor and A-E evaluations and associated documentation. Coordinates preparation of DD Form 1354, Operation and Maintenance Manuals, Warranty Inspections, and monitors final transfer to user, as required. Prepares standard and special briefing information for Branch Chief and other presentations to customers, higher headquarters, and DPW executive office. Performs briefings, when require, for DPW line item reviews (LIR) and in-progress reviews (IPR). Attends staff conferences for advanced planning and scheduling of projects. Maintains, reviews, evaluates and interprets management information of projects under planning, design and construction to ensure completeness and accuracy of data. Updates PMD and other reporting system for all assigned projects. Initiates corrections if errors are found. Is responsible for the research, preparation, and coordination of the full range of reports and correspondence associated with projects for dissemination to the chain-of-command, including but not limited to General Officers, Congressional, and Host Nation inquiries, as well as specific data requests from contractors, vendors, customers, and organizations with a vested interest in the project(s). This includes providing available project criteria, A-E guides, A&EI guides, standard specifications, and applicable TM's, EM's, or AFM.'s.

E&T Levels I thru IV : not creditable for positions in this occupational series.

E&T Level V : Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.

  • German driver's license class B desired.
  • Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL :

English Language Proficiency level B2 AND German Language Proficiency level C1 required.
