Hauptaufgaben
Serves as supervisor Main Central Issue Facility for the LRC Rheinland-Pfalz responsible for providing Organizational Clothing and Individual Equipment (OCIE) support to all military personnel and mission essential civilians assigned to the Kaiserslautern Military Community. Serves as the foremost technical expert in the area of supply and issue of organization clothing and individual equipment (OCIE). Responsible for the receipt, storage, safeguarding, inventory, issue, turn-in, and accountability of OCIE.
1. Plans, directs, supervises and controls operation of the Central Issue Facility.
a. Oversees submission of requisitions to appropriate supply sources, maintenance of status, follow up, and reconciliation of records. Considers supported unit manpower changes, re-stationing, financial resources and facilities which might affect CIF services. Reviews and revises authorization allowances in accordance with changes to the MTOE, CTA, special projects and mission changes. Reviews and ensures that ADP and other input is valid, that source data is properly coded for conversion to machine readable form, and that all original and adjusting entries are made. Ensures that the data printouts reflect accurate supply accounting, and errors are corrected. Ensures reconciliation of due-ins from SSAs and due-outs to soldiers. Accepts and verifies receipt of shipments through the subordinate warehouse supervisor. Assists supported organizations in procedural and operational problems concerned with OCIE.
b. Establishes internal policies, writes standing operating procedures (SOPs), and develops training programs for the maintenance of records and accounts, processing transactions, issuing OCIE, maintaining satisfactory customer relations and services, and ensuring that All documentation complies with current supply regulations.
c. Responsible for overall accountability, redistribution, inspection, classification, repair and turn-in of all CIF property and equipment on hand to operate a full service support activity. Ensures proper accountability of OCIE (Organizational and Individual Equipment) during regular operations and drawdown / restructuring operations. For items transferred between units monitors financial reports to ensure proper cost transfers and develops feeder data and justification to budget input. Conducts periodic and special inventories in review of subordinate work. Announces all excess OCIE over the Excess BASOPS Redistribution System (EBARS) and prepares and coordinates disposition documentation and redistribution. Initiates procedures for physical recovery of lost, damaged or destroyed OCIE or the financial recovery from individuals for lost, damaged or destroyed OCIE. Prepares relief from responsibility documentation to account for missing and damaged items. Initiates and prepares a variety of recurring and one time reports for the supervisor and higher headquarters.
d. Maintains an automated property book and associated documentation including voucher files, hand receipts, and document registers. Posts receipts, issues, adjustment documents, lateral transfers, and hand receipt transactions to the property book. Routine maintenance of the property book consists of extracting pertinent information from standard supply documents, change notices, procurement documents, and verification of accuracy of stock identification, quantity, cost, and other data. Maintains functional files and performs various other administrative functions to include collection and consolidation of feeder data for the preparation of various recurring and special reports.
e. Serves as source of reference for supported units as to procedural aspects of supply transactions including the proper preparation and distribution of Financial Liability Investigation of Property Loss (FLIPL) and Statements of Charges / Cash Collection Vouchers. Reviews request justifications from serviced units for property not on plan and recommends actions to the property book officer for additions, deletions, or changes as required. Coordinates with units for bulk issues of OCIE when push packages or a new equipment fielding occurs.
2. Serves as Systems Administrator for the Central Issue Facility Installation Support Module (CIF ISM). Ensures adequate operation and control. Refers discrepancies that cannot be resolved to the Chief, Central Issue Facility / Property Book Officer and 405th AFSB OCIE manager.
3. Plans, supervises and evaluates the work of approximately 6 civilian. Establishes assignments, priorities and deadlines considering relative difficulty of the work and capabilities of employees. Resolves unusual work problems. Reviews all technical work of subordinates and signs all documents Issues instructions and answers questions on daily operations and administrative matters. Provides necessary training to employees. Sets performance standards for employees and evaluates performance. Receives and attempts to resolve complaints from employees, referring serious problems to the Chief, Central Issue Facility / Property Book Officer. Maintains time, leave and attendance records. Initiates actions to recruit for new employees and change position descriptions. Recommends employees for performance awards or disciplinary action, as necessary. Recommends the selection of new employees to fill vacant positions. Supports Army goals in EEO position management, and internal controls designed to avoid fraud, waste and abuse.
Performs other duties as assigned.
Qualifikationsanforderungen
C-5a :
E&T Level I : 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
E&T Level III : 1 year of experience as defined in B below.
E&T Level IV : No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
- Office automation skills are required.
