Hauptaufgaben
Serves as a Telecommunications Specialist responsible for the real-time management and operational maintenance of a major, Europe-wide communications network.
The Sensitive but Unclassified (SBU) Voice networks provides vital command and control; emergency and administrative mission support 24 hours / day in peace, transition to war and wartime.
Performs duties in Unified Capabilities (UC). Responsible for the administration of Voice over IP (VoIP) and SBU Voice networks - Is responsible for the iterative management of analysis, restoration and projection of network to include central data base management of : switch data, Customer Data, Switch configuration, Trunk relay features, and Trouble tickets.
In a real-time continuous, iterative mode, identifies overloading or under-utilization and trends and initiates and develops rerouting plans to balance traffic loads and reduce overloads on specific trunks or facilities during emergencies and on an on-going basis for more efficient and economical operations.
Maintains and reports status on all open disruptions. Assesses and verifies contractor performance. Conducts periodic diagnostics test of the UC control system itself to ensure its proper performance.
Controls and monitors network automation and configuration. Through the use of the UC control system continually analyzes and evaluates network and switching center performance against dynamic network and switch performance standards.
Changes and intercepts problems based upon trends, past history, seasonal fluctuations (e.g., exercise support), etc. Advises affected activities to determine most feasible approaches to ensure optimal switch and network usage.
Isolates contributing factors to complex trans-network disruptions and initiates and coordinates multiple location, corrective actions by brigade, DISA-Europe (DISA-E), public switched network and contractor-operated control and maintenance activities.
Directs and performs on-site component replacements and the cross-unit transport and utilization of spare parts. Determines need for and authorizes higher-level contractor maintenance support.
Upon identification of a network disruption, assesses the extent and operational impact of the disruption and initiates service restorable actions.
Isolates source of the disruption and coordinates local troubleshooting. Allocates network disruptions among controllers on duty both within the UC and at the regional control facilities.
Enforces security policies and procedures which safeguard switch data and prevents catastrophic loss of switch and system databases.
Directs and performs implementation and test of pre-planned contingency network and switch reconfigurations in response to emergency conditions or to provide critical contingency mission support.
Establishes schedule for accomplishment of recurring and special network, switch and trunk test procedures. Authorizes switch and trunk outages for the conduct of preventive maintenance tests, elimination of hazardous conditions and system upgrades.
Conducts periodic refresher training and new capability training for RCC-E, regional control facility and switching center personnel on network and switching center operations and maintenance.
Periodically leads and / or acts as a member of a command network inspection team to verify proper regional control facility and switching center operations and maintenance procedures.
Performs other duties as assigned.

E&T Level I&II : not creditable for positions in this occupational series.
E&T Level III A : The completed apprenticeship must be in the Computer Science occupation (Informatikkaufmann / frau) or in another area that is directly related to the position to be filled;
PLUS 5 years of job related experience as defined below. E&T Level IIIB, IIIC : PLUS 5 years of job related experience as defined below.
E&T Level IVA : The completed apprenticeship must be in the Computer Science occupation (Informatikkaufmann / frau) or in another area that is directly related to the position to be filled;
PLUS 4 years of job related experience as defined below.
E&T Level IVB, C and D : The completed education, training and certification must be in the Computer Science occupation or in another area that is directly related to the position to be filled;
PLUS 4 years of job related experience as defined below.
E&T Level V : University or equivalent graduation in a closely related field or study; PLUS 3 years of job related experience.
E&T level V with a state certification in computer science (staatlich geprüfter Informatiker) or a diploma in computer science (Diplominformatiker), (general (Allgemeine Informatik), Industrial (Wirtschaftsinformatik), multimedia information (Medieninformatik), engineering computer science (Technische Informatik, Ingenieur-Informatik)), or equivalent;
PLUS 1 year of job related experience.
Applicant must be in the possession of a valid driver's license class B.
LANGUAGE PROFICIENCY LEVEL :
English AND German Language Proficiency Level C1 required.
