Hauptaufgaben
Serves as Chief over the Transportation and Shipping Branch of the Supply Activity Europe & Africa (SAE / A). Organizes, directs and controls the work performed by approximately 22 subordinate workers including supply clerks, transportation clerks. Position incumbent is working as an expert in all matters pertaining to the handling, packaging, loading, maintaining and shipping of a wide variety of material which includes Classes II, IIIP, IV, VI, VII, and IX. Hazardous materials shipped include but are not limited to petroleum (POL) products, acids, compressed gasses, chemicals, paints, wet and dry batteries, solvents and agents that have the potential to become toxic pollutants if not properly prepared for shipment. The centralized shipping section provides wholesale and retail logistical support to a variety of customers within the Department of Defense. Responsible for shipping of all outbound cargo generated by Global Combat Support System-Army (GCSS-A) storage sites by TC-AIMS II and Financial and AI Clearance Transportation System (FACT).
Plans, coordinates, and directs work operations in the SAE / A, Transportation and Shipping Branch. Performs work associated with shipping of material of a variety of supply classes, including Classes II, IIIP, IV, VII and IX as well as hazardous material. Oversees, checks for accuracy, and prepares a variety of necessary transportation documents such as Transportation Control and Movement Documents (TCMD), Freight Warrants, Military Shipping Labels, Railcar Manifests, Customs Forms, Government Bills of Lading, Certificates in lieu of lost originals, Fast Freight, Less than carload (LCL, Single Line Items Release / Receipt Documents for partial shipments, Export Release Requests for oversea shipments, Joint Message Form following MILSTAMP regulations on sequence of data. Works with material handlers and material category managers to develop improvements in operations where needed. Directs the implementation of steps necessary to resolve operational problems. Exercises authority and resolves disagreements concerning acceptability and condition of items being turned in.

Assigns and explains work requirements to subordinates. Provides technical assistance to subordinates. Establishes sequence of operations and sets deadlines for accomplishment. Shifts personnel as necessary to meet workload fluctuations. Establishes performance standards and rates employees' performance, recommends training, resolves grievances and complaints, and approves annual leave. Employee initiates personnel actions, selects employees, and prepares position descriptions.
Conducts physical security and safety inspections. Reviews security and safety procedures, ensuring compliance with physical security and safety procedures, policies, and regulations. Observes protective clothing and equipment is properly worn. Eliminates or takes actions to eliminate safety or physical deficiencies found.
Performs other duties as assigned.

E&T Level I : 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
E&T Level III : 1 year of experience as defined in B below.
E&T Level IV : No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-6 :
E&T Level I : 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III : 2 years of creditable experience as defined in B below.
E&T Level IV : 1 year of creditable experience as defined in B below.
E&T Level V : No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
LANGUAGE PROFICIENCY LEVEL :
English Language Proficiency level C1 AND German Language Proficiency level C1 required.

This is a permanent fulltime position (38.5 hrs. / week).
Position may be filled at the C-5a or at the full performance level, C-06. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
