Hauptaufgaben

Inspects contractors' performance at owner's residence and at warehouse during packaging, packing, crating, loading, shipping, unloading, uncrating, and unpacking. Checks to see that loading or unloading is done in a way to prevent damage and contract specifications are being followed. Inspects to ensure that van and packing material are clean, packing methods are proper, correct types, sizes of containers, and packing material are used for each type of item; adequate cushioning is used, moisture barriers and waterproofing material provided, as required; containers are correctly marked and gross, tare, and net weights are accurate; and condition, code, and inventory is legible and complete. Verifies whether books, papers, and equipment may be shipped separately as professional items. Advises property owner of service to be expected from the carrier. Performs damage inspections when requested by shipper or claims office. Performs witnessed weighs / reweighs on shipments as required. Advises on and informs of the intent of applicable regulations and directives. Contacts freight terminals on a monthly basis, checking for astray freight, endeavoring to identify receiver and destination of frustrated or mis-marked shipments. On material being delivered, checks for evidence that packing was correct and notes contractor's performance. Ensures inventory is complete and report on damage and missing items is accurate. Notes workmanship, neatness, and courtesy of contractor. Inspects crates and material for overseas or domestic shipment and rejects those not meeting specifications. May halt work or notify Contracting Officer of noncompliance with contract.

Performs Department of Agriculture inspections and customs clearance for outbound shipments. The incumbent must exercise tact and diplomacy while performing the duties of this position. Inspects contractor warehouses to determine that storage methods are proper, adequate protection is provided against fire, flooding, insects, vermin, and facility is receiving adequate community fire and police protection. Performs pre-award survey for pack and crate contractor warehouse and equipment, in accordance with current regulations or directive; recommends approval or disapproval of the facility for use by the government. The evaluation process includes a review of the fire detection and reporting systems, security systems, structural and electrical systems, locator, and lot identification systems. Observes worker activity to include operations associated with handling in and out of shipments. Checks to verify maintenance inspection of fire systems are being performed. Reviews segregated item storage practices for articles such as rugs, sofas, and pianos. Surveys outside of warehouse checking for fire hazards and security violations. A DD Form 1812, Warehouse Inspection Report, is prepared to report inspection results. The contractor, carrier, or agent must be briefed on the deficiencies noted and provided correction action that complies with Department of Defense standards. Generates Daily Inspection Schedule for purpose of establishing inspection requirements. Processes inbound / outbound inspection data through Defense Personal Property Systems (DPS) or Transportation Operations Program System (TOPS) if required. Completes damage inspection reports at shipper's residence. Maintains witnessed weigh / reweigh records. Completes monthly inspection reports and processes DD Forms 1780 / 1840 / 2773 for Total Quality Assurance Program (TQAP) evaluation and reviews contractor / carrier documentation for accuracy and completeness.

Performs other duties as assigned.

C-5 :

E&T Level I : 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II : 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

E&T Level III and above : No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.

  • Applicants must be in possession of a German driver's license class B.
  • Office automation skills are desired.

LANGUAGE PROFICIENCY LEVEL :

English Language Proficiency level B2 AND German Language Proficiency level C1 required.
