Hauptaufgaben

Serves as supervisory engineering technician of the Illesheim O&M Branch. Serves as the technical expert responsible for the planning, coordination, implementation and supervision, of all matters pertaining to engineering activities for Illesheim. Supervises the activities of administrative and technical personnel engaged in the diverse activities of the Illesheim O&M Branch office. Supports the management, assignment and utilization of all real property facilities at Illesheim. Supports the Illesheim Housing Office in preparing for turnover of facilities to / from rotational units.

Based on engineering level background in multiple disciplines, incumbent will guide technicians and blue- collar workers and control the work of the branch by utilizing engineering skills. Incumbent will provide subordinates the guidance in accomplishing maintenance and repair, improvement and engineering surveys of buildings, structures and utilities. Makes final decisions regarding engineering and technical matters; resolves disputes or discrepancies between subordinate staff, Identifies issues, which need attention, and directs the work accordingly; and ensures that the professional and technical engineering mission of the Illesheim DPW is carried out. Cooperates with other DPW Branch and Division Chiefs in coordinating in-house and contract resources, to insure all resources are utilized effectively and economically. Conducts technical engineering review of designs, plans and projects. Provides comments to plans and project specifications, primarily real property maintenance and repair and minor construction projects. Advises the Chief, O&M and all organization elements located at Illesheim.

Will be accountable for performance and internal coordination within the incumbent's branch. Maintains close contact with subordinates of all branches and other key civilian and military personnel and representatives of the local, host nation government as necessary to keep fully informed on operations to coordinate actions involving two or more organizational elements and to provide guidance and direction in carrying out engineer operations. Assures review of operations and requirements, achievement of progressive improvement and economy in operations. Make recommendations on proposed functional and organizational changes. Participates with Supervisor and or Mayor Cell in the development of plans and policies having broad installation implications. Assures accomplishment of mission within manpower and budgetary limitations imposed by the Chief, O&M.

Represents the Branch in conferences and meetings with representatives of higher echelons, serviced organizations, commercial firms and other elements of the community on matters such as planning future operations, funding and personnel requirements and coordination to resolve specific problem areas. Conducts a variety of briefings on engineer and housing status, new or changed policies and procedures and future plans.

Assigns and reviews work, plan and distributes work, sets priorities and controls work accomplishment. Solicits manpower support from Building and Grounds and Utility Branch to augment workforce due to short and long term illnesses. Assures equity of performance elements and ratings among subordinate branches units. Makes or approves selections for subordinate non-supervisory positions and recommends selection of branch personnel. Resolves group grievances and serious employee complaints; reviews and approves serious disciplinary actions for non-supervisory subordinates and recommends action for subordinates when appropriate. Ensures on the job and other training needs are met. Recommends awards and bonuses and changes in position classification for subordinates. Finds and implements ways to improve production. Conducts periodic position reviews, approves job description content, and recommends changes in position classification. Establishes leave schedules based on priority assignments and approves leave for key positions. Resolves work related problems presented by subordinates. Participates in management and manpower surveys in consideration of the total DPW workload. Determines need for revisions in individual functional areas to include reorganization of subordinate units in the DPW. Discusses and defends major recommendations with Chief, O&M. Adjusts assignments and projects in consideration of the total mission, budget and manpower, as deemed necessary to improve the effectiveness of the Branch. Resolves EEO grievance, classification complaints and labor-management disputes.

E&T Level IVB and IVC : A Meister Diploma or Staatlich geprüfter Techniker in a trades or crafts field directly related to the position; PLUS 2 years of job related experience as defined below.

E&T Level V : Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie,or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; PLUS 1 year of job related experience as defined below.

Job Related Experience : Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.
