Hauptaufgaben

Works under the general supervision of the Director of the subordinate activities of the Theater Logistics Support Center Europe (Bn level organizations engaged in maintenance, supply, and transportation) Functions are predominately performed in garrison operations but also includes on-site support in exercise areas or port operations.
Advises the Director, supervisors and safety representatives of appropriate safety and occupational health measures to control or eliminate hazardous operating processes or environmental conditions. Prepares and revises safety instructions and guides that are relevant to supervisors and employees. Advises safety representatives and supervisors of correct and appropriate safety standards, accident prevention techniques and unsafe conditions and operations. Implements policies and procedures for the execution of an effective safety program. Studies, interprets, and applies Occupational Safety Health Act (OSHA) standards applicable in the respective scenarios, which includes maintenance operations, supply and warehousing operations, transportation environment, and assigned administrative office environments Conducts inspections, evaluates and interprets inspection findings from higher level. . Advises and trains safety representatives and supervisors in their efforts to implement the safety program and its adoption to local needs. Develops and elaborates supplemental written safety procedures for issue to responsible supervisors. Maintains close liaison with staff personnel, health authorities, safety councils and other authorities to ensure cooperation on matters of mutual concern. Prepares reports and studies for higher command use as directed by supervisor.
Participates in periodic onsite surveys; inspects operations and premises to determine compliance with applicable occupational safety standards (e.g. handling and transport of hazardous cargo, industrial, maintenance, supply and transportation activities). Conducts Job Hazard Analysis (JHA), risk assessments and recommends personal protective equipment (PPE) requirements.. Incumbent serves as the facilities' technical expert in regards to the evaluation of infrastructure, equipment modernization projects to evaluate the impact of host-nation and MIL regulations.
Reviews accident reports and investigates accidents resulting in serious injury or damage to property, to determine common and repetitive causes requiring corrective measures and actions. Prepares final report of findings with recommendations to correct unsafe practices or conditions, which caused personnel injury or damage. Conducts safety training, arranges for issuance of accident prevention devices and material and carries out the various aspects of the programs designed to promote awareness of safety hazards and accident prevention techniques.
Provides technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids w focus on Safety and Occupational Issues typical for a Maintenance Facility; promotes safety campaigns through oral presentations at local safety committee meetings, posting safety displays, and publishing mishap prevention articles.
Incumbent serves as the facilities' technical expert in regards to the evaluation of infrastructure, equipment modernization projects to evaluate the impact of host-nation and European laws and MIL regulations. Infrastructure and equipment modernization projects entail the definition of requirements and validation how and to which degree Safety, Occupational Health and Environmental norms impact the requirements; in addition, incumbent is responsible to define and evaluate processes in regards to the compliance with applicable norms.
Performs professional work in a variety of areas to include Maintenance and Supply in support of the facilities' Environmental Protection Program. Conducts studies and surveys on various aspects of environmental protection in accordance with established command policies and procedures. identifies deficiencies, recommends alternatives most feasible for implementation and coordinates corrective actions. Prepares survey reports, technical reports, status reports and other correspondence to document findings and address or respond to environmental issues. Collects pollution samples and coordinates with laboratories for analysis.
Keeps abreast of progress made by other agencies and private industry in the field of environmental management and of change in U.S. and Host Nation environmental laws and regulations. Plans and coordinates training on environmental protection issues for all Hazardous Substance handling employees.
Handles, keeps and uses all required paperwork likes Hazardous Waste and Material Inventories and pick-ups, Material Safety Data Sheets, etc. as required in accordance with regulations. Determines, provides and arranges training needs for all levels of workforce and evaluate effectiveness.

Performs other duties as assigned.

ALL APPLICANTS, WHO MEET THE BASIC CERTIFICATION REQUIREMENT:

BASIC CERTIFICATION REQUIREMENT:
Incumbent of the position must be certified as a safety professional in accordance with paragraph 7 of the Arbeitssicherheitsgesetz (AsiG) PLUS the below listed minimum education and experience requirements. Incumbent of the position must be able to complete regular, mandatory training as directed.

E&T Level I and II: not applicable for this occupational series

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Groß- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation.

Or

E&T Level III B and C: 2 years of job related experience as defined below.

C-06: 2 years of job related experience as defined below.
C-6a: 3 years of job related experience as defined below.

E&T Level IV and E&T Level V in any field plus Basic Requirement described above:

C-06: no additional experience required.
C-6a: 1 years of job related experience as defined below.

Job Related Experience: Experience gained in a professional, technical or supervisory position requiring knowledge, application, and enforcement of the principles and techniques of accident prevention, accident investigation, industrial engineering, fire prevention, and inspection of workplaces and activities. The experience must have provided knowledge of safety and occupational health principles, especially in facility safety, practices, procedures and standards applicable to a range of administrative duties.


INSERVICE AND EXTERNAL APPLICANTS WHO DO NOT MEET THE BASIC CERTIFICATION REQUIREMENT (see above):

Applicants who are NOT certified as safety professional in accordance with Paragraph 7 of the Arbeitssicherheitsgesetz (AsiG) but who meet the below education requirements can be placed at the C-6 level under the provision that they will obtain the certification while in trainee status. Promotion to Safety Professional (Fachkraft fuer Arbeitssicherheit), C-6a/C-7/7a is possible upon completion of the certification and gaining experience.

EDUCATION REQUIREMENT:
A Meister Diploma or Staatlich gepruefter Techniker in a technical trades or crafts field OR German State Certification in Safety (Sicherheitstechniker or Sicherheitsmeister) or closely related technical trade or higher level related education. No additional experience required.

Incumbent of the position must be able to complete regular, mandatory training as directed.
Note: Experience as safety representative is desired but not required.


• German driver's licenses class B required

• Office Automation skills required


English Language Proficiency Level AND German Language Proficiency Level C1 required.

Beschäftigungsbedingungen

This is a permanent fulltime position (38.5 hrs./week).

Position may be filled at the C-06 or at the full performance level, C-6A. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

• If requirements exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
