high-accountability environments. About the Role As Portfolio
Manager, you will be responsible for the strategic oversight,
performance management, and delivery of a portfolio of projects
supporting U.S. Armed Forces operations in Germany. This role
ensures alignment with client expectations, national security
objectives, and contract requirements while maintaining high
standards of financial control, compliance, and stakeholder
coordination. The Portfolio Manager serves as a senior leadership
presence across multiple sites, overseeing project teams and
driving successful outcomes across the portfolio. Key
Responsibilities Manage performance and delivery of a portfolio of
contracts and projects across multiple U.S. military installations
in Germany. Plan, deliver, and evaluate programs, activities, and
contractual commitments to ensure alignment with strategic goals.
Implement organizational goals, objectives, strategic plans,
policies, and procedures across the portfolio. Oversee financial
management including payables, invoice processing, expense
tracking, and budget reporting while maintaining strict financial
controls. Ensure compliance with GermanU.S. agreements, including
Bundeswehr and NATO requirements. Identify portfolio-level risks
and implement mitigation strategies to ensure continuity and
performance. Coordinate closely with government agencies, military
personnel, contractors, and key stakeholders to ensure project
success. Lead, mentor, and support project teams, fostering
operational excellence, accountability, and security awareness.
Prepare and present portfolio performance reports, risk
assessments, and strategic updates to senior management and
stakeholders. Requirements College degree required; PMP or similar
project management certification preferred. Minimum 5+ years of
project or portfolio management experience supporting military or
government programs. Proven experience managing multiple concurrent
projects with responsibility for budget and schedule control.
Strong client relationship management and business development
capability. Ability to obtain and maintain clearance required to
access U.S. military bases. Proficiency in Microsoft Office and
Microsoft Project (or equivalent project management tools). Fluent
German (native-level) and strong English (written and verbal)
required. Prior experience working with EUCOM, NATO, Bundeswehr, or
U.S. Armed Forces strongly preferred. What We Offer Fixed 1-year
