Hauptaufgaben

* Serves as the principal financial liaison for assigned accounts, providing expert advice and technical guidance to installation and tenant program managers on fiscal issues.

* Analyzes local and higher headquarters guidance to review and compile budget submissions, ensuring that funding requests are valid, realistic, and balanced.

* Interpret Budget Policies Devises and recommends new local procedures to implement complex financial policies, budget processes, and regulations issued by higher headquarters.

* Tracks the daily execution of assigned budgets to ensure proper balances between direct and reimbursable funds while safeguarding mandatory and fixed cost areas.

* Manages the relocation and reprogramming of funds to accommodate changing program requirements and maintain overall balanced funding accounts.

* Conducts special analyses and cost comparisons to identify potential funding problems, evaluate legislative impacts, and ensure full resource utilization.

* Acts as the primary point of contact between program managers, accounting departments, payroll, and procurement offices to coordinate the budget process.

* Prepares command financial management reports, quarterly progress reviews, and budget execution indicators to report funding statuses to higher headquarters.

* Performs other duties as assigned.

Qualifikationsanforderungen

C-0560-6a:
MINIMUM: Any 2-year apprenticeship with focus on accounting or bookkeeping OR a completed apprenticeship as Finanzassistent OR IHK-Fachkraft-Rechnungswesen, Staatlich geprüfter Wirtschaftsassistent / Staatlich geprüfter kaufmännischer Assistent (Fachrichtung Betriebswirtschaft oder Bürowirtschaft) OR Staatlich geprüfter Euro-Management-Assistent PLUS 3 years of job related experience.

C-0560-07:
MINIMUM: Any 2-year apprenticeship with focus on accounting or bookkeeping OR a completed apprenticeship as Finanzassistent OR IHK-Fachkraft-Rechnungswesen, Staatlich geprüfter Wirtschaftsassistent / Staatlich geprüfter kaufmännischer Assistent (Fachrichtung Betriebswirtschaft oder Bürowirtschaft) OR Staatlich geprüfter Euro-Management-Assistent PLUS 4 years of job related experience.

Job related experience:
Work experience that provided knowledge in budget formulation; consolidating budget estimates; adjusting data on related forms and schedules; identifying, categorizing, and analyzing data to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, and maintenance.

Experience as an accounting or budget technician or assistant with the U.S. Forces at the next lower grade is creditable experience toward meeting the job-related experience requirements of this standard.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Training: Incumbent of the position must complete mandatory training as directed.

Beschäftigungsbedingungen

Position may be filled at the C-6a, or at the full performance level, C-07. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.


* Office automation skills required.
* Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license.
* English Language Proficiency Level C1 and German Language Proficiency Level C1 required.
