Hauptaufgaben
• Managing and controlling USAG Bavaria military projects from feasibility planning and design to construction completion; resolving technical/managerial issues to ensure high-quality delivery within time and budget constraints.
• Developing project budgets, scope, and cost estimates; monitoring financial resources; preparing fund justification requests; and ensuring timely receipt of funds before incurring change order obligations.
• Defining A-E and JOC contract services; initiating Requests for Proposals (RFPs); drafting unique contract/phasing provisions; and coordinating solicitation, negotiation, and final award documentation through regional contracting offices.
• Serving as the central point of contact with Host Nation counterparts, EUD field offices, IMCOM-E, and higher headquarters; obtaining functional requirements from using agencies and managing design review conferences.
• Ensuring feasibility reports, DD Form 1391s, design directives, plans, and specifications comply with Army directives, contract terms, and engineering practices; conducting field visits and final inspections.
• Maintaining and updating the USAG Bavaria Project Management Database (PMD)—including ~35 critical data entries per project—to ensure accurate tracking of schedules, costs, and modifications.
• Preparing and delivering standard/special briefings for leadership (e.g., LIR, IPR); researching and drafting responses to General Officer, Congressional, and Host Nation inquiries.
• Performs other duties as assigned.

E&T Levels I thru IV: not creditable for positions in this occupational series.
E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
• German driver's license class B required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C2 required.
