Project description/-goal:

The OneBilling program is a large-scale SAP S/4HANA Utilities (Private Cloud) transformation for the German energy market. The objective of the project is to transform the current SAP IS-U ECC landscape into a modern SAP S/4HANA platform using the SAP Activate methodology and a greenfield implementation approach. The first go-live is planned for Q4 2026.

We are currently looking for an experienced Senior SAP Billing Consultant / Developer with the following qualifications: Strong functional knowledge of the utilities billing domain, including billing, invoicing, and budget billing/payment plans. - Good working knowledge of SAP IS-U and SAP S/4HANA Utilities. - Strong end-to-end process knowledge covering billing, invoicing, and budget billing/payment plans. - Strong analytical and problem-solving skills with the ability to work independently. - Proven expertise in ABAP development. - Experience developing solutions using the APE framework. - Experience developing SAP Fiori applications. - Experience working with Jira and Confluence. - Experience with the German utilities market. - German language proficiency (mandatory). Availability at least 4 days per week.

Purpose of Engagement This engagement provides independent senior SAP Billing functional and development expertise for the OneBilling S/4HANA Utilities transformation. The contractor delivers functional analysis, system configuration, ABAP/APE/Fiori developments, and technical documentation across billing, invoicing, and budget billing/payment plan processes in the German energy market context.
Task 1 Billing Process Analysis & Functional Concept Task: Analyze billing, invoicing, and budget billing/payment plan processes and deliver a functional concept for the proposed S/4HANA Utilities solution. Deliverable: Functional Concept Document solution outline, process flows, gap analysis, classification per resolution type (config / enhancement / custom development). Acceptance Criteria: All agreed process areas covered; SAP confirms completeness as basis for configuration and development.

SLA: 15 business days after receipt of required documentation and system access.

Task 2 S/4HANA Utilities Billing Configuration Task: Implement approved configuration for billing, invoicing, and budget billing processes in the S/4HANA Utilities development system. Deliverable: Configured development system + Configuration Documentation Package (transport references, settings, design rationale per process area). Acceptance Criteria: All backlog items implemented; 100% of objects documented with traceability to design decisions; SAP verifies alignment with functional concept.

SLA: Per agreed phase milestones; documentation within 5 business days per cycle.

Task 3 ABAP, APE Framework & Fiori Development Task: Develop ABAP enhancements, APE framework solutions, and Fiori applications for the billing workstream per approved backlog items. Deliverable: Unit-tested code objects and Fiori applications + Technical Documentation per object (design, transport reference, test evidence). Acceptance Criteria: Each object implements the approved specification; passes unit testing without critical errors; SAP code review confirms compliance before transport to quality system.

SLA: Per agreed sprint milestones; documentation within 3 business days per delivery.

Task 4 Testing, Defect Resolution & Documentation Task: Execute unit tests for all delivered objects, resolve defects, and produce complete technical and functional documentation for publication in Confluence. Deliverable: Unit Test Protocol, Defect Resolution Log, and Documentation Package (functional descriptions, technical specs, Jira references) structured per Confluence standard. Acceptance Criteria: All objects covered by test cases; critical defects resolved and re-tested; 100% of objects documented; SAP confirms completeness and approves for publication.

SLA: Test protocol within 10 business days per cycle; defect resolution within 5 business days per batch; documentation within 5 business days per sprint closure.

Task Coordination Deliverable clarification and feedback via the designated SAP contact. Contractor independently determines method, manner, and timing of work. No instructions, supervision, or fixed schedules apply.

Compliance Statement Outcome-based engagement. Contractor independently determines method, manner, timing, and sequence of work. SAP provides no operational instructions and does not integrate the contractor into internal teams or processes. System access granted only as needed to complete deliverables. Communication limited to deliverable clarification and feedback.

Escalation Path
SAP identifies failed acceptance criterion or missed milestone and notifies contractor in writing.
SAP formally escalates to supplier.
Supplier provides correction plan within 3 business days.
Re-work remains non-billable.
Payment: Time & Material invoiced against confirmed deliverable acceptance per task block.

Design and implement sustainable custom developments where standard SAP functionality does not meet business requirements. Prepare technical specifications and documentation based on business requirements. Ensure compliance with SAP best practices and development guidelines. Support and execute SAP-to-SAP migration activities, including object mapping and collaboration with migration partners.
