International Technical Advisor on Construction – Ukraine - 5298

In Fixed-term contract (CDD) until 31 / 12 / 2025, 40h / week.

This position is based in Kyiv , with frequent travel to Sumy, Dnipro, Mykolaiv, and Donetsk, contingent on security conditions and in accordance.

Luxembourg Red Crosse (LRC) activities in Ukraine

AICRL has been active in Ukraine since 1992, significantly increasing its efforts during the 2014 crisis. Since 2015, LRC has maintained an office in eastern Ukraine's Donetsk oblast, where it implemented emergency and development initiatives aimed at improving quality of life, promoting the rights of vulnerable individuals, and strengthening health infrastructures. However, in 2022 due to security reasons the office was relocated to Kiev

AICRL's current portfolio adopts an integrated, multi-sectoral approach, focusing on Shelter, WASH (Water, Sanitation, and Hygiene), and Health. The operational context in Ukraine is primarily humanitarian / emergency, with a gradual shift towards resilience programming.

The Luxembourg Red Cross supports the organizational development of the Ukrainian Red Cross Society (URCS) at both the headquarters and regional levels. Our goal is to provide effective humanitarian assistance to those in need in Ukraine. AICRL will continue to implement rehabilitation programs and distribute essential humanitarian items (such as non-food items, no-light kits, and health equipment) in affected areas, including Kyiv Sumy, Dnipro, Mykollaiv, and Donetsk regions, in coordination with URCS and the International Committee of the Red Cross (ICRC).

The security situation in Ukraine is complex and volatile, affecting the daily operations and field access of humanitarian actors.

The Green-Response strategy

In order to protect the environment of our beneficiaries and to contribute to a positive peace, the AICRL is multiplying its climate mitigation approaches within its projects. Green Response is a Red Cross and Red Crescent Society's own mechanism to mitigate the environmental footprint of its humanitarian projects. It also requires an evolution towards more eco-responsible and sustainable logistics.

Role and responsibilities

Responsibilities :

Objectives of Technical Supervision :

  • Ensure the quality of construction work in compliance with the approved design, technical drawings and cost estimate documentation and Ukrainian building standards (DBN).
  • Monitor compliance of the scope and type of work with the project documentation and approved budgets.
  • Timely identification and resolution of deficiencies discovered during the construction process, potential risks and non-complaint executions.
  • Ensure adherence to the timelines specified in the work schedules.
  • Monitor project execution using modern communication tools, including video conferencing, to enable remote coordination and supervision.
  • Responsibilities of the Technical Supervisor :

    Construction Monitoring :

  • Conduct regular monitoring of construction work on- site in Sumy, Dnipro, Donetsk, Mykolaiv, and Kyiv regions.
  • Verify adherence to project documentation, construction technologies, and safety standards.
  • Control the quality of construction materials used (prepare input control reports).
  • Documentation Review :

  • Verify the availability and compliance of design and cost estimate documentation.
  • Approve technical changes in the project, if necessary.
  • Participate in the preparation and approval of work completion reports (KB-2v, KB-3).
  • Stakeholder Coordination :

  • Work with contractors to ensure adherence to contractual obligations.
  • Liaise with customer representatives and local authorities, as required.
  • Conduct remote consultations and approvals using video conferencing and other communication tools.
  • Provide timely updates to the project donors of the progress of the work.
  • Reporting :

  • Prepare regular reports on construction / reconstruction progress (weekly and monthly reports).
  • Document deviations from project solutions and provide recommendations for their resolution.
  • Prepare a final report upon project completion.
  • Project Management

  • Advise the program shelter manager to develop project scopes and objectives, involving all relevant stakeholders and ensuring feasibility.
  • Consult the program manager to develop a detailed project plan to track progress through MS project.
  • Consult the program manager to mitigate the risk management and to minimize the project risks.
  • Contribute to the monitoring of humanitarian needs and to the adaptation and development of response strategies.
  • Ensure the quality of the donor reports on projects in compliance with
  • AICRL’s requirements and any relevant external donor requirements.
  • Monitor and audit internal control of the project implementation, outputs and outcomes
  • Support HoM in the analyze of URCS needs and propose appropriate AICRL solutions to improve communication between two-way.
  • Work Organization :

  • Perform on-site inspections in on-going projects, in the geographical areas aforementioned;
  • Write internal and external reports, while simultaneously documenting the progession of the project visually (photography’s, videos,…)
  • Ensure the accuracy of the data provided and its compliance with the actual conditions at the site;
  • Qualifications :

  • Higher education in construction (civil engineering, architecture).
  • At least 5 years of experience in similar projects.
  • Knowledge of Ukrainian building standards and regulations.
  • Strong negotiation and teamwork skills.
  • Competence in preparing construction.
  • Solid experiences in construction project management
  • Having project management certificate
  • Speak fluent English, Ukrainian and / or Russian
