Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.

Hauptaufgaben

The position is established at the Deployment Processing Center to independently perform work effecting shipment and transshipment of general or special cargo within Europe and worldwide by various modes of transportation. Accomplish a large variety of movement control and traffic management functions inherent to the mission and responsibilities of the Deployment Processing Center (DPC).

Performs deployment support operations. Receives transportation requests from units for movement of any type and complexity of equipment. For export cargo prepares Export Release Requests (ERR) containing all required data and control information obtained from the shipper for submission through the DPC. Initiates, effects and coordinates shipments which may involve a combination of modes / carriers to handle cargo with various priorities and origination and destination points. Works with and enters movement request data into Standard Army Management Information Systems, transmits automated movement requests to the MCT. Upon return receipt of Transportation Movement Release (TMR) number confirmation, contacts shipper and other pertinent offices to coordinate and effect shipment, obtain necessary clearances and releases, obtain and provide essential shipment data and cargo characteristics, clarify discrepancies or irregularities in shipment or accompanying documentation, or discuss other matters of mutual interest or concern.

Receives requests from deploying units for movement of equipment and personnel in connection with various types of exercises. Manages rail operations at Rhine Ordnance Barracks. Contacts the MCT / RMMT for train registration within established time frames. Informs consignor of loading sites and times. Ensures adherence to guidelines governing shipment of various types and sizes of vehicles and cargo. Process vehicles and directs correction of deficiencies or removal from shipment. Controls the actual longitudinal and lateral placement of each tracked, heavyweight or oversized vehicle or item of equipment on railcars. Measures overhangs etc., as vehicles are moving into position, effects necessary corrections through signals to driver and / or ground guide. Upon completion of loading inspects railcars in conjunction with the train commander and carrier representative prior to release to the carrier to preclude unwarranted claims against the Government. Inspects inbound trains for possible damage to ascertain liability.

Performs other duties as assigned.

C-05 :

E&T Level I : 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II : 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

E&T Level III and above : No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

C-5A :

E&T Level I : 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II : 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

E&T Level III : 1 year of experience as defined in B below.

E&T Level IV : No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

  • Office automation skills are required.
  • Applicants must be in possession of a German driver's license class B.
  • Forklift Operator license desired.

LANGUAGE PROFICIENCY LEVEL :

  • English AND German Language Proficiency level C1 required.

    This is a permanent fulltime position (38.5 hrs. / week).

  • Position may be filled at the C-05 or at the full performance level, C-5A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
  • If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
  • On-Call duty required.
