Procurement Consultant

Position Summary : The Procurement Consultant will be responsible for providing procurement oversight and support to ensure the program's procurement packages are implemented according to Creative and US Government policies, procedures, and regulations.
This position will work on the FURAT III project based in Syria and will support both the Berlin and Syria teams. Reporting & Supervision : The Procurement Consultant will report to the FURAT III Operations and Procurement Coordinator in Berlin.
The position will also work closely with the COP, HQ Program Management Unit (PMU), HQ Procurement and Field Operations Support Units, and other teams in Berlin and Syria.
Type of contract and Period of Performance : It is possible to hire as an employee - Part time or as consultant. Contract duration is up to 5 months, It could be part-time for 30 hours per week.
Tasks Primary Responsibilities :
Oversee and document all aspects of Syria consultants’ procurement, including, but not limited to : o Oversee the recruitment and procurement process of all Syria consultants.
o Assist in drafting and managing all Syria field staff contracts, amendments, and work orders. o Manage onboarding and offboarding process for Syria field staff.
o Ensure that Local Consultant hiring is conducted in accordance with established procurement policies and procedures.
Procurement o Provide support to the procurement team in both Berlin and the field for operational needs o Support the development of comprehensive procurement plans and strategies o Assist in preparing procurement documentation, such as RFQs and RFPs, ensuring alignment with USAID regulations, Creative Guidelines, project objectives, and procurement best practices.
o Participate in the negotiation processes, ensuring fair and competitive procurement. o Conduct reference checks and due diligence on potential vendors.
o Support contract administration and monitoring o Assist in conducting thorough bid analysis and comparative statements, evaluating proposals based on technical merit, price, and other relevant factors.
o Provide expert support to the Technical Evaluation Committee (TEC) in their review and selection process. o Collaborate closely with the Procurement Coordinator in Berlin and the program teams to ensure procurement activities align with project needs, budgets, and timelines.
Requirements Required Skills & Qualifications :
- Bachelor’s degree, or equivalent, required in relevant field; relevant Master’s degree is a plus.
- Must have 4+ years of general work experience and 2+ years of specific experience in procurement.
- Experience with international organizations or NGOs is required, experience with USG and FFO rules and regulations is preferred.
- Working proficiency in English and Arabic is required.
- Good working knowledge of Microsoft Office applications, including Word, Excel, Access PowerPoint, and Outlook.
