Hauptaufgaben
Serves as Chief, Port Operations Branch responsible for the planning and execution of all activities related to cargo loading, stowage and unloading operations on vessels, including, the planning, scheduling, coordination, and directing the movement of cargo to and from pier and storage areas. Plans, coordinates, directs, supervises and reviews the work of approximately 32 employees engaged in the work related to cargo loading stowage, and unloading activities including delivery of dunnage / lashing material to various work sites. Schedules operators and equipment from MHE section to assist in terminal operations. Coordinates work distribution and makes work assignments to insure proper and timely accomplishment of workload. Supervises the work performance of subordinates for correctness soundness of results and general effectiveness. Furnishes technical advice and assistance and instructs on specific work assignments. Interprets policies and procedures and insures their proper implementation. Spot checks work in progress and / or reviews accomplished work for adequacy and compliance with established policies and regulations. Initiates corrective actions as required. Counsels employees on personnel matters. Recommends and initiates personnel actions and establishes leave schedules. Gives on-the-job training too newly hired employees and provides for necessary cross training. Is the Chief of the Port Operations Section, Operations Branch, and as such is the direct supervisor of approximately 11 Marine Cargo Specialists who supervise on the immediate operational level the loading storage and unloading of DOD cargo in Bremerhaven port. Summons vessel agent's contractors, Army representatives and branch chiefs for daily labor meetings and determines the supervisory personnel needed to oversee specific operations on a sl4ft basis. Confers with appropriate parties on all information pertinent to operations including gang structure, names of foremen, etc. and equipment available (floating cranes container bridges, ship's gear, MHE), special handling equipment, arrival and departure time of vessels railcars, trailers, etc. stow plans, dunnage and lashing material available and the like. Keeps abreast of information pertaining to specific cargoes, quantities and destinations through means of cargo movement letter, manifests and telexes? Makes assessments of supervisory needs and of special problems for specific operations. Assigns subordinates on a shift basis until operations are completed. With the aid of stow plans) movement letters and manifests) briefs Marine Cargo Specialists on specific assignments. Makes daily spot checks at work sites to evaluate performance of his subordinates to assist or advice in any special problems and to determine progress of individual operations. Makes on the spot corrections in the event of deficiencies referring only major problems concerning policy, cost expenditures and priority to the branch chief. Reviews Marine Cargo Specialist's log books daily and debriefs those who have completed their shifts. Keeps the Branch Chief and the executive assistant informed on the progress of all operations. Schedules Maxine Cargo Specialists to shifts on a weekly basis. Holds meetings with Marine Cargo Specialists at least once monthly to discuss problems, complaints and changes of policy. Resolves minor employee grievances within his section and provides advice on personnel job-related matters. Initiates personnel action requests for promotion reassignment and the like. Insures that all Marine Cargo Specialists are provided with necessary safety equipment (Helmets, safety shoes, etc.) and that high safety standards are maintained during operations. Reviews and approves employees requests for annual leave. Advises the Chief Operations Branch on any problems concerning the morale, wellbeing or grievances of those in the Cargo Operations Section.Approves payment of "dirty money", ordering of continuation shifts, etc. Informs Contract Admin Section of any contract deficiencies. Is responsible for the calling for tugs services and initials tug service logbooks. Insures in advance that contract services ordered can be filled adequately. Performs other duties as assigned.

The experience must demonstrate knowledge of cargo loading ships and familiarity with marine terminal activities. The experience must have been gained in performing cargo handling operations in such positions as ship foreman or stevedore superintendent.
