Construction Site Security Manager (SSM)

Continuity Global Solutions is seeking an experienced Construction Site Security Manager to support a Department of Defense Contract under the Army Corp of Engineers in Wiesbaden, Germany. This is task order is under the Status of Force Agreement allow relief from Germany taxes for task order personnel. The 3-year contract requires a minimum commitment of one-year to be considered. The Site Security Manger (SSM) will oversea the construction security and surveillance team of 12 Construction Surveillance Technicians (CST). The SSM renovate existing space in the Mission Command Center (MCC) to create secure operational space adjacent to the Combined Operations and Intelligence Center (COIC). This US-only area will contain a Joint Operations Center, Secure Space, and Targeting Center. The facility was constructed in 2012 as a 292,980 SF Echelons Above Brigade Headquarters Command and Control Facility (EAB C2F). This is a secure construction site (SCS).
The design-bid-build effort is to design and renovate the 5309 SF third floor bridge operational space to meet the current US-Only and NATO requirements in compliance with applicable the German Host Nation and / or US standards, current ICD 705 standards and accrediting risk mitigating requirements specific to this project.
The renovation work requires a total reconfiguration of the operational space to secure space, requiring each facility system modified to meet the new functional requirements, for example but not limited to mechanical, electrical, plumbing, fire protection / detection / mass notification, telecommunications and cybersecurity, lighting, architecture, accessibility, structural, and sustainability.
The purpose of the SSM is to provide technical expertise, direction for the adherence to developed plans, and ensure compliance in order to prevent the implementation of clandestine devices into US Government facilities that house and / or process classified materials / discussions. Position Duties include :
- The SSM shall receive and implement orders, or special instructions, from the AO concerning matters which affect the security operations of the site.
- Conducts daily periodic site security inspections for the duration of the project to ensure compliance with the CSP.
- Maintains a list of all workers used on the project; this list shall become part of the facility accreditation files.
- Implements procedures to deny unauthorized site access.
- Works with the GC to ensure security of the SCS and compliance with the requirements set forth in the ICD-705 and the approved CSP.
- The SSM will develop Standard Operating Procedures, Plans, and Special Instructions governing the Surveillance function.
- Report all suspicious materials or incidents to the AO in accordance with the AO-approved CSP.
- Modifies / Updates the CSP if required in coordination with and at the direction of the AO.
- Reviews and approves the development and administering of site specific training to the GC’s personnel and Site Security Personnel (SSP) with regard to security restrictions and SCS operational procedures.
- Perform Audit / Analysis / Interpretation of construction drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705).
- Apply knowledge of all 50 standard construction divisions and security requirements and standards with technical threats posed by foreign intelligence services to mitigate threats to satisfaction of US Government. Each construction method (major and minor, multiple person teams to single persons) introduces opportunities to technical threat.
- Provides expert technical knowledge in support of unique security requirements inherent in US TOP SECRET Sensitive Compartmentalized Information (TS / SCI) Facility operations including sound attenuation, electric circuitry isolation and noise spillage, electromagnetic emission attenuation and provide tactics to resolution of substandard construction (in all 50 Divisions)
- Provides technical advice and proposed solutions on issues identified throughout the project to ensure the protection of US National security.
- Assists the AO representative in observing and verifying all technical standards necessary for security accreditation.
- Performs in-depth investigations to anomalies associated with all 50 construction divisions which pose significant threat to US Government mission and provide tactics to resolution.
- Provides direction and oversight of the Construction Surveillance Technicians (CSTs), verifying counterintelligence surveillance strategies are followed and the project meets US government technical standards and accreditation compliance.
