The two programs are intertwined and involve both federal regulations and city prescribed policy. This position requires significant attention to detail, accurate and timely response to a number of different departments and critical higher order and relational thinking skills. In addition to day-to-day tasks associated with these program areas, there is a significant training component. This will require the scheduling, tracking and monitoring of training compliance.

Position Specific Summary
The Compliance Program Analyst II position at the City of Tucson's Business Services Department is responsible for supporting and evaluating the City’s Driving Program and Drug and Alcohol Testing Program to ensure compliance with local, state, and federal laws and regulations, including Department of Transportation (DOT) requirements.
Work is performed under the supervision of the Risk Manager. This position does not supervise.
Duties and Responsibilities
Manages the City’s Drug and Alcohol Testing Program. Coordinates pre-employment, random, reasonable suspicion, post-accident, return-to-duty, and follow-up testing. Maintains confidential records and ensures proper documentation of testing results. Serves as the Designated Employer Representative (DER); liaises with the designated City physician, testing vendors, and the Medical Review Officer (MRO).
Evaluates and analyzes policies and procedures related to city vehicle use, driver eligibility, and risk mitigation. Monitors driver records for compliance with City standards and applicable regulations. Coordinates defensive driving training and other safety programs for employees operating City vehicles. Works with departments to ensure appropriate licensing and authorization of vehicle operators.
Reviews and analyzes Motor Vehicle Records (MVRs) post-offer and annually to determine driver eligibility. Processes and tracks Privately Owned Vehicle (POV) Authorizations; ensures compliance with City policies.
Coordinates monthly MVR reviews based on employee birth months and verifies data accuracy from ADOT and internal systems. Monitors and validates data uploads and system feeds related to driving eligibility.
Maintains Commercial Driver License (CDL) Driver Qualification Files; ensures files meet regulatory standards. Conducts and documents annual Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse checks; tracks compliance status for all CDL holders.
Monitors updates to FMCSA, DOT, and state laws; interprets and recommends procedural changes as needed to ensure continued compliance. Generates reports and analyzes trends to support risk mitigation and program improvement.
Provides education and presentations on compliance topics including driving safety, FMCSA regulations, and drug and alcohol testing procedures. Tracks and maintains training records.
Performs all other duties and tasks as assigned.
Working Conditions
Mostly office environment.
Occasionally may be required to respond to after-hours calls on an infrequent basis to coordinate post-accident and reasonable suspicion drug and alcohol testing procedures.
MINIMUM QUALIFICATIONS
Education : Bachelor's Degree
Work Experience : Three (3) years of directly related experience.
License / Certifications : A valid and unrestricted driver’s license with two (2) years of licensed driving is required
Any combination of relevant education and experience may be substituted on a year-for-year basis.
PREFERRED QUALIFICATIONS :
Experience in
Coordinating or managing a municipal driving program
Interpreting and applying FMCSA regulations.
Training employees at varying education levels and on a variety of different compliance-based topics
Working with drug and alcohol testing programs
Utilizing the Origami Risk Management Information System (RMIS)
