Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.

Hauptaufgaben

Monitors current and long range-work planning and operation procedures to ensure accomplishment of the mission. Reviews and interprets regulations, directives, program documents, command guidance, etc., identifying operational requirements and initiating, local and internal policies and procedures. Modifies policies in order to increase overall efficiency, reduce costs, and avoid delays and backlogs. Reviews internal controls as required, reporting findings as appropriate. Recommends requirements for facilities, equipment, funds, space, transportation, etc., for effective operations. Independently catalogs and consolidates contractual disagreements and areas of noncompliance, results of community assessments, proposed claims, and reports of contractor performance or noncompliance for action or determination of fee. Exercises delegated signature authority for the ITO on correspondence relating to requests for personal property shipments, passenger travel, and shipment prior to issuance of orders; requests for excess weight on personal property shipments from Europe to CONUS. Books all outbound and inbound personal property shipments for the Garrison. Inspects contractor work and verifies invoices for payment. Provides verbal and written responses. Acts on behalf of the ITO and Garrison CDR to resolve entitlement inquiries authorized in compliance with the Defense Travel Regulation (DTR), the Joint Federal Travel Regulation (JFTR), Volume 1, the Joint Travel Regulation (JTR), Volume II, Army Regulation 55-71, and individual travel orders. Provides oral presentations and information to the Garrison Commander and staff, as appropriate. Analyzes contractor operations. Conducts operational reviews to recommend more effective and economical means of providing transportation to passengers on official travel. Represents the ITO on matters pertaining to all assigned transportation missions to include unit deployment and redeployment support operations. Serves as the action officer on complaints and requests commercial services in support of assigned transportation mission. Maintains liaison with commercial carriers, their agents, contractors and component services to determine the quality of service, develops information to improve service and decreases costs and coordinates the initiation of new services or requirements. Coordinates activities and matters with commercial representatives when problems arise. Monitors activities within the Garrison through observation of daily operations, review and analysis of statistical information, reports, etc. Determines if program requirements and objectives are being met in the most efficient and economical manner, initiating changes in operations as required correcting deficiencies. Collaborates with higher headquarters, command personnel, and supported activities in resolving conflicts and assuring proper transportation support is provided. Plans, assigns, directs, reviews, and coordinates work to be accomplished by subordinate personnel and assigns or reassigns personnel to overcome bottle necks or to accomplish special projects based on priorities, selective consideration, of the difficulty and requirements of the projects and the capabilities of the employees. Outlines approach, methods, and objectives; expedites and follows up progress of work. Evaluates work performance of subordinates and gives advice, counsel, or instructions to employees on both work and administrative matters to include making decision on problem or borderline cases and insure they are in compliance with regulatory requirements. Hears and resolves complaints from employees and refers more serious, unresolved complaints to a higher-level supervisor or manager. Interviews candidates for positions in the unit and recommend appointment, promotion, or reassignment of employees. Identifies training needs and plans, schedules, and directs training of personnel. Coordinates and approves leave. Performs other duties which are an integral and normal part of each supervisor's responsibilities, such as ensuring that safety and sanitary measures are observed; that economical use is made of personnel and materials, and that discipline is maintained. Finds ways to improve productivity and improve the quality of services provided. Evaluates employee suggestions. Disseminates pertinent and administrative information to subordinates and ensures compliance.

Performs other duties as assigned.

C-5a :

E&T Level I : 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II : 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

E&T Level III : 1 year of experience as defined in B below.

E&T Level IV : No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

C-6 :

  • Applicants must be in possession of a German driver's license class B.
  • Office automation skills are required.
  • Excel and DPS skills desired.

LANGUAGE PROFICIENCY LEVEL :

English AND German Language Proficiency level C1 required.

  • Position may be filled at the C-5A or at the full performance level, C-06. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
  • The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
