Hauptaufgaben
Works under the supervision of the Chief O&M Division Baumholder, who issues instructions on work sequence, procedures, methods, and deadlines and relies upon the incumbent to assure that work assignments are carried out by other members of the group. Supervisor is available to provide information or decisions regarding problems that may arise during work. Overall work operations are reviewed for status and progress, causes of delays and other problems.
Serves as a supervisor at the Central Recycling Center, which consists of the refuse collection, including separating of recyclable material and hazardous waste, the refuse shredder plant and performs other duties of the operation permit of the closed sanitary landfill in accordance with the host nation permits. Supervises the work of approximately 8-10 employees, Mostly Motor Vehicle Operators A5-6. Ensures that waste pick-ups and deliveries from approximately 500 facilities of Baumholder Military Community to the Transfer Station of a Contractor adequately scheduled and performed by subordinates. Ensures that delivered refuse is weighed with computerized scale and delivery ticket printed. Supervises the maintenance of operating log and record of quantities of delivered material. Prepares statistics to reflect daily and monthly quantities of refuse and recycling material by originating community. Provides input for annual register for host nation authorities. Monitors weather data from meteorological station and measures quantity of leachate water and conducts weekly tests of leachate water. Initiates and inspects service contracts of refuse shredder plants, gas treatment system, leachate collection system, vehicle scale and doors. Initiates and supports other organizations to establish service contracts to conduct maintenance, repairs and periodic inspections for plant, vehicles and equipment to maintain plant operations.
Work Planning : Plans weekly and / or monthly work schedules and sequence of operations for subordinates. Establishes deadlines and priorities on the basis of general work schedules and methods, and policies established by higher levels of supervision. Determines the various types of assignments that can be done concurrently, those that must be delayed, the number of employees needed, taking into consideration the skills required, materials and equipment to be used.
Direction of Work : Selects workers to perform work and assigns tasks. Explains and / or demonstrates work requirements and proper methods and procedures. Checks proper and safe operation of equipment. Advises employees to follow instructions and to meet deadlines. Checks work in progress and upon completion for compliance with instructions and technical adequacy of work output. Provides information to supervisor on status or progress of work, causes of delays and problems.
Supervisory / Personnel Management responsibilities : Interviews and selects subordinates. Schedules and approves leave for subordinates. Counsels employees on problems; adjusts informal complaints through discussion with employees and Works Council representatives. Takes informal corrective action on conduct or performance problems. Initiates proposal for disciplinary action where needed. Maintains production reports and records. Periodically reviews Job Descriptions of subordinates to ensure currency and accuracy. Participates in review and improvement of work methods and structuring of positions to eliminate overlapping and / or unnecessary duties and achieve optimum distribution of work / responsibilities. Trains prospective operators and conducts equipment training on all Refuse Collection Shop equipment and vehicles. Incumbent must be able to successfully complete the License Instructor learning course on Army Learning Management System in English language. Incumbent must be licensed to operate and must have technical knowledge and experience on the vehicles or equipment on which they will train or test. Largest vehicles on hand are trucks requiring driving license CE.
Management and Administration. Is responsible for time confirmation of Refuse Collection Shop and documents time and attendance of subordinates to fully utilize work hours. Documents and enters labor hours, equipment and material usage associated to work orders in GFEBS computer-based system. Serves as Hand Receipt Holder for government owned equipment used in Refuse Collection Shop and as such sets up and maintains inventory lists. Initiates maintenance, repair and replacement of equipment. Recommends to supervisor methods for improvements.
Performs other duties as assigned.
Qualifikationsanforderungen
D1-4701-03 :
A completed apprenticeship and a Master degree (Meisterbrief) .
Internal applicants can substitute the Master degree with a completed apprenticeship and at least 5 years of experience at the journeyman level at the A-6 or A-7 in the appropriate trade.
LANGUAGE PROFICIENCY LEVEL :
English Language Proficiency Level AND German Language Proficiency Level C1 required.
