The Team
The International Project Acquisition / Tender Management Department supports our technical departments in preparing expressions of interest / pre-qualifications (EoI / PQ) and technical and financial offers for public tenders. The team coordinates all administrative aspects of the tender process both in terms of compiling up-to-date company information and presenting project personnel involved. As the Head of Department, you will play a key role in shaping and supervising the tender acquisition process, ensuring the successful preparation and submission of competitive tenders.
Main Duties in this Position
Lead, manage, and develop a team of currently five international colleaguesRepresent the department's interests toward management and external stakeholdersLiaison and close coordination with technical departmentsMonitor the department’s progress, ensuring timely and accurate reporting to managementChair regular Acquisition meetings with the management and technical department heads to ensure coordination and progressIdentify and manage risks within the department, ensuring proactive minimisation and / or reporting as requiredOversee the preparation and submission of tenders, ensuring adherence to deadlines and high-quality standardsIdentify opportunities for process improvements, leveraging digital tools and adapting to evolving donor requirementsAssisting with key team tasks as neededDepartment Core Responsibilities
Identification of suitable tenders on the market and analysis of tender documents (Terms of Reference / ToR) to determine fulfilment of administrative and organisational requirements to assess whether to proceed with a tenderCoordinate the EoI / tender teams in the preparation of expressions of interest (EoI) and tender documents in compliance with deadlinesCommunicate with national and international partners, subsidiaries, funding organisations, clients, and project staff to ensure all tender requirements are met.Ensure the accuracy and completeness of all administrative documents prepared and receivedFormulate non-technical proposal components (e.g. description of project personnel, quality management, logistics) in the project languageFormat documents to the highest quality standards using Microsoft Office productsCompile and submit the final EoI / offer documentsManage and maintain relevant data and databasesEducational Background
University Degree (Bachelor’s or Master’s) in a relevant fieldVery strong language skills :Fluent in English and French (excellent spoken and written language skills)Ideally strong proficiency in Spanish OR GermanPortuguese language skills are a plusRequired Expertise / Profile
Several years of experience managing projects and / or teamsStrong leadership abilities with excellent communication, time-management, and organizational skillsStrategic thinking and problem-solving competencyExpertise in Microsoft Office (Word, Excel) and managing large documents and graphicsOrganisational skills, especially when working under time pressureAbility to work independently with a strong sense of responsibility and flexibilityPrevious experience in acquisition support or global tender management within international development cooperation is an advantageOur Offer
