Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
EXTERNAL Local National Applicants, who reside in Germany.
Hauptaufgaben
Recommends solid waste collection, transportation, disposal and recycling recovery programs as per the requirement of applicable regulations, US- and HN-Laws. Monitors the installation activities for compliance; coordinates collection, holding and removal points; requests site maintenance and policing thru contractor or in-house personal; provides the technical expertise necessary to accomplish the effort in an efficient and safe setting. Quality Assurance Evaluator : Monitors and administers quality assurance. Reports to the COR contract needs for municipal solid waste collection, household collection, food waste collection, recycling collection, and collected waste and recycling materials disposal. Applies surveillance techniques to ensure operation of the solid waste disposal program is as specified in the contract. Acts as Alternate Contracting Officer Representative ACOR for appointed contracts. Assists the COR in developing cost estimates for solid waste related contracts. Uses a variety of research methods, identifies possible new methods of recovery or removal of products. Performs cost comparison studies to determine the feasibility of changing the way work is done. For example changing collection schedules or implementation of newer technology. Presents recommendations for improvement to the supervisor for decision accompanied by a subject specific business case study with the goal of reducing the cost of the program while providing adequate service. Reviews, updates and implements the mandatory Integrated Solid Waste Management Plan (ISWMP) by documenting current waste management practices, evaluating current and future needs based on the USAG mission and economic and environmental considerations. Identifies required resources and outlines a strategy to implement the selected program options. Maintains historical and current waste collection data base reflecting the recycling efficiency and analyzes data for trends and compliance with established goals and requirements. Monitors the monthly progress for accomplishment of the targets. Determines problem areas and initiates actions for improvement of the recycling efforts to retake compliance. Prepares or provides data and statistics for the web based Solid Waste Annual Reporting System (SWARWeb) for Rose Barracks; and other reports requested by higher headquarter. Public Awareness. Develops, prepares, and writes public information awareness articles in the form of brochures, leaflets, newspaper releases, etc. for distribution throughout installation including Leased Housing. Conducts SORT Program briefings and presentations to USAG Bavaria interest groups in the form of public speaking engagements (i.e. DODDS, In-Processing classes, Units, etc.). Supports special organized community events, activities, and programs for various national theme events (i.e. Earth Week). Provides information to other government and HN agencies involved in waste management programs.
Performs other duties as assigned.

E&T Level I : 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III : 3 years of creditable experience as defined in B below.
E&T Level IV : 2 years of creditable experience as defined in B below.
E&T Level V : 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
- Applicants must be in possession of a German driver's license class B.
LANGUAGE PROFICIENCY LEVEL :
English Language Proficiency level B2 AND German Language Proficiency level C1 required.
