Hauptaufgaben
Serves as the Senior Budget Analyst in the Program and Budget Division with responsibility for planning, scheduling, and coordinating the efforts of the garrison budget, to produce a budget plan and execution process for the organization and supported garrison activities. Performs a wide range of administrative, technical, and analytical duties in the formulation, presentation, defense, and execution of the garrison's budget. Administers the garrison overall budgetary management system. Develops a system to review and monitor budget execution (i.e., obligations and expenditures) of a budget with different sources and types of funding (to include both direct and reimbursable funding from several appropriations). Ensures that obligations and expenditures are made in accordance with existing laws and regulations and that they are made in a timely and effective manner. Reviews, analyzes, edits, and consolidates budget submissions. Identifies requirements shortfalls and trade-offs and prepares appropriate supporting documentation. Proposes alternative methods of financing unfunded requirements. Develops narrative justification statements and presentation material for budget submissions and reprogramming requests. Recommends approval / disapproval on funding requests. Interprets budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress and independently develops and issues subsequent policies / guidance for use within the garrison. Serves as a financial consultant to management on issues such as : budgeting strategies and techniques; use of financial management products; resource distribution; program priorities; financial forecasts and projections; and development of annual and long-range financial plans. Provides advice and assistance to division / branch managers on matters such as the amount and types of funding available, the purposes for which the funding may be legally used, the timeframes in which the funds or authority must be used, trends in obligation / expenditure rates, and the effects of budgetary changes (e.g., hiring freezes, continuing resolution authorities, restrictions on travel, etc.). Develops and issues local guidance / procedural instructions and provides advice to garrison managers during the formulation of the annual budget estimates for the budget year and out-years. Reviews and analyzes the managers' input to ensure that it conforms with governing policies / procedures and to compare these estimates to historical budget execution trends. Make recommendations for modifications to this input, as necessary. Where applicable, analyzes and makes recommendations as to alternative funding methods / sources. Develops, and / or assists managers in developing, extensive written justification in support of these budget requirements. Consolidates, prepares, and submits the final, detailed budget submission. Presents and defends the garrison's budget estimates to fund reviewing and granting authorities in higher headquarters. Compiles and prepares, or oversees the preparation of, a variety of narrative and statistical budgetary forms, schedules, and reports, which address the garrison's budget formulation and / or execution process / status. Receives approved fund targets for assigned account(s). Allocates fund to individual activities / functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. Reviews and validates obligations, expenditures, reimbursable orders, requests for allotments, etc. by examining accounting records, through continuing dialogue with program officials and their staffs, and by reviewing financial documents. Responds to numerous requests for budget-related information / statistics from higher headquarters for their use in briefing top Department of the Army (DA) and Congressional officials. Formally or informally briefs garrisons, managers, and higher headquarters personnel on budget-related issues. Plans work to be accomplished by budget analyst and supporting personnel, setting priorities and scheduling completion. Assigns work based on priorities and selective considerations of the difficulty of assignments and capabilities of personnel. Participates with supervisor in reviewing and recommending improvement in work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and to achieve optimum content in those remaining. Identifies needs and makes provision for training and developing of junior level personnel. Monitors and reports on the status and progress of work; and prepares and reports and maintain records of work accomplishment. Represents the team in dealing with the supervisor in obtaining resources. Resolves simple, informal complaints and refers others to the supervisor. Approves emergency leave and other type of leave as delegated by the supervisor.
Performs other duties as assigned.

E&T Levels III A : Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann / frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 5 years of job related experience as defined below.
E&T Level IIIB and IIIC : 5 years of job related experience as defined below.
E&T Level IVA : Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann / frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 4 years of job related experience as defined below.
E&T Level IVD : 4 years of job related experience as defined below.
E&T Level IV B and C : Not creditable for positions in this occupational series
E&T Level V : Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; PLUS 3 years of job related experience as defined below.
Job Related Experience : Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Training : Incumbent of the position must complete mandatory training as directed
- Office automation skills are required.
- Applicants must be in possession of a German driver's license class B.
LANGUAGE PROFICIENCY LEVEL :
English AND German Language Proficiency level C1 required.
