Supervisory Physician (Occupational Medicine) Landstuhl, Germany
Landstuhl is the most beautiful city in the western Palatinate and offers all the conveniences of a large city but with the character and advantages of a cozy little town. The remains of Nanstein castle characterize the silhouette of Landstuhl. Being located at the northern edge of the “Pfälzer Wald”, one of the largest wooded areas in Germany, it offers all kinds of outdoor sporting activities . mountain-biking, hiking or Nordic Walking.
For more than 50 years the Landstuhl Regional Medical Center has been an important part of the community. This long and close relationship between the LRMC and the city of Landstuhl characterizes the way how the local citizens live together with their international guests and how well they are integrated.
The Landstuhl Medical Center is not just one of the multiple bases operated by the United States in Europe, but also the largest one located outside the country. Just like the name says, it is located close to Landstuhl in Germany. It usually deals with the troops serving in Afghanistan and Iraq. Other than that, the base is located on European territory, which means it is operated under the laws and regulations of the German government. In other words, it doesn’t just help the wounded soldiers returning from the Middle East, but also the military troops from Germany. One of its most important advantages is that it is the closest and most advanced hospital for these troops. There is no other such medical center closer to the Middle East.

Responsibilities
SUPERVISORY CONTROLS
Works under general supervision of the Deputy Commander for Health and Readiness (DCHR) atLandstuhl Regional Medical Center (LRMC), who provides overall health program guidance in theform of overall goals and objectives. Special assignments and projects are implemented in concertwith the DCHR and the Chief, Preventive Medicine indicating background information and generalrequirements. Incumbent's professional abilities will be as delineated by the Credentials work is reviewed based on regulatory compliance and effectiveness of the overall program andclinical services.
MAJOR DUTIES
1. Physician (Occupational Medicine) / Deputy Chief, Preventive Medicine :
Serves as an Occupational and Preventive Medicine health care provider in the capacity of acredentialed Provider; providing Occupational Medicine and Preventive Medicine services to workingadults ages 16-80 years IAW AR 4O-5, DA Pam 40-11, OSHA, and other applicable regulations.
The incumbent serves as the Deputy Chief, Preventive Medicine for the installation PM program withresponsibility to act as Department Chief when necessary due to deployments, absence, orunderlap. This would include, but not limited to : Core Preventive Medicine, Army Public HealthNursing, Occupational Health, Environmental Health, and Health Physics.
Serves as the immediate supervisor for the Chief of Occupational Health and provides consultativeservices to the supported activity commanders and staff, advising on medical, occupational of responsibility may expand to encompass the Regional Health Command Europe (RHCE) toinclude Bavaria Health Command and extend to the EUCOM foot print to include Italy and Africa.
Serves as Competent Medical Authority for the Nuclear Surety Personnel Reliability Program (PRP).Drafts, publishes and updates Standard Operating Procedures, completes mandatory training,coordinates with PRP employees’ units for health care services, screens new candidates entering theprogram, and coordinates with ancillary medical services.
Serves as Competent Medical Authority for the Biosafety Level 2 / 3 Program Occupational Healthprogram. Reviews BSL-2 / 3 risk assessments and participates in laboratory inspections as needed.
Performs occupational medicine physical examinations independently and in collaboration withPreventive Medicine (PM). Performs evaluations and provides medical preparations for employeestraveling to other parts of the world. Performs physical examinations / evaluations and laboratorytests appropriate to the various occupational exposures encountered by employees, treats job-related injuries and illnesses of the employees, and prescribes further care and treatment asappropriate.
Refers employees to their primary health care provider for follow-up or further evaluation of non-job-related medical problems encountered in the various physical examinations.
Facilitates transitional duty programs and participates in other aspects of worker’s compensation toinclude being a member of the Garrison FECA Committee.
Provides additional preventive medicine clinical services to include initial evaluation andmanagement of latent tuberculosis cases, and evaluation and referral of deployment-related healthconditions.
2. Supervisory Responsibilities. Performs the full range of supervisory responsibilities for thesubordinate staff assigned to the MEB Outpatient Clinic. Depending on the Medical TreatmentFacility (MTF) staffing plan, the staff supervised may range from Physicians (MEB), GP-0602-14, orany combination of Physician (MEB), GP-0602-14, Physician Assistants, GS-0603-12, or Nurse(Practitioner), GS-0610-12. Performs the full range of personnel management functions normallyassociated with a first level supervisory position. These functions include, at a minimum, initiatingpersonnel actions, setting performance standards, performance reviews, training and leavescheduling. Adheres to and implements Equal Opportunity guidelines and Affirmative Action Plansand Internal Controls. Makes work assignments, establishes priorities, provides technical andfunctional guidance, and reviews completed work for correctness, timeliness and adherence toguidance and policies. Interviews candidates for subordinate positions, recommends hiring,promotion, or reassignments. Takes disciplinary measures such as warnings and reprimands.
3. Environmental Health and Industrial Hygiene :
Maintains monitoring oversight of the work environment by performing worksite visits and bycoordination / evaluation of industrial hygiene, environmental science, safety and other surveys andinspections. Participates in making recommendations for improvements / resolutions. Conducts on-site surveys of work areas and obtains first- hand information concerning the nature of various workoperations and the potential hazard exposure. Hazards encountered may include chemicals,pesticides, ionizing and non-ionizing radiation, noise hazards, eye hazards, biological hazards andother environmental conditions. Reviews with the Occupational Health Program Manager the healthhazard inventory of each operation and determines specific medical monitoring examinationrequirements for pre-placement and periodic job-related examinations.
Maintains liaison with employees, supervisors, and Risk Management personnel (to include; Safety, Fire / EMT's and Environmental). Conducts and arranges for the conducting of ergonomic es medical counsel to command in industrial hygiene and environmental issues such as healthhazard abatement and control, air pollution; monitoring climatic conditions to assist in theprevention of climatic injuries; and assisting with radiation protection activities.
4. Administration :
Interprets regulations and directives. Ensures comprehensive standing operating procedures andmedical directives for all elements of the Occupational Health Program are written and updated aschanges occur. Review policies and procedures on an annual basis to ensure The Joint Commissioncompliance.
Will provide supervision to employees and will manage the Occupational Health clinic. Works withthe OH staff to identify training needs and participates in required training mandated by higherheadquarters. Treats workers as individuals and promotes teamwork. Ensures the safeguarding ofpatient information. Promotes acceptance and adherence to provisions of such programs as EqualOpportunity, Federal Women's Program, physically handicapped, labor-management relations, andother similar special emphasis programs.
Will participate in Quality Assurance review of medical records as well as Process Improvementinitiatives, Patient Safety initiatives and Near Miss protocol. Will maintain a current CPR card toinclude knowledge of AED.
Performs other duties as assigned.
Qualifications
Basic Requirements :
US Citizenship required
Board Certified / Eligible in Primary Care Specialty (Family Practice, Internal Medicine, Pediatrics, and Emergency Medicine). Note the highest preference will be provided to Emergency Medicine Residency trained applicants.
Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicants graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).
Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
CONDITIONS OF EMPLOYMENT & NOTES :
1`.National Agency Check with Inquiries (NACI / background investigation) in accordance with ArmyRegulation 380-67.
2. Drug testing designated position subject to pre-employment drug test and random drug testing,IAW Army Regulation AR 600-85.
3. Pre-employment medical examination, IAW OTSG / MEDCOM Policy Memo 15-050, dated 05 Oct2015.
4. Immunization / medical screening to determine inoculation for Measles, Mumps and Rubella,Tetanus, Diphtheria and Pertussis, Chickenpox titer, skin test screening for Tuberculosis, and a seriesof three immunizations against Hepatitis, IAW HA Policy 97-006.
5. Health care providers must be able to obtain and maintain current Basic Life Support (BLS)training and certification prior to employment IAW AR 40-68.
6. Successfully complete and maintain credentialing and privileging requirements, IAW AR 40-68.
7. Mission Essential - Positions identified as Mission Essential may require the incumbent to report towork during an emergency situation or when inclement weather has curtailed operations (examples : threat to the facility, natural disaster, facility / post closure, delayed reporting).
8. Seasonal influenza vaccination requirement, IAW MEDCOM Operation Order 09-54.
9. Incumbent must be Board Certified (American Board of Preventive Medicine or the AmericanOsteopathic Board of Occupational and preventive Medicine) in Occupational Medicine. Relevantoccupational health experience in the military setting is desirable. The medical aspects of workerscompensation, ergonomics, toxicology, health hazards, occupational and environmental exposures liewithin the scope of Occupational and Environmental Medicine.
10. Must possess a permanent, full and unrestricted license to practice medicine.
11. Occasionally required to work evenings, nights, and weekends.
12. Occasionally required to perform TDY and travel to outlying OH Clinics and other installationswithin the area of responsibility.
13. Occasionally required to perform TDY and travel elsewhere for training and / or conferences.
