Job Duties
Are you looking for the opportunity to build a career in highway maintenance and construction? VDOT's Salem Residency is seeking a highly skilled and motivated individual with strong highway maintenance experience to monitor and document all phases of contractor’s maintenance project activities to ensure conformance with contract specifications. The Contract Monitor will monitor contractor work areas ensuring compliance with regulations; prepare / review documentation covering contract activities, quantity and cost of work, progress, etc.; and check, prepare and submit progress reports and daily / weekly pay documents. The selected candidate will ensure contractor meets work zone safety and other safety requirements during maintenance operations; monitor contract expenditures; estimate quantities; and assist in preparing / developing future SAAP and ASD contracts; will communicate with contractors, public and utility companies; perform materials testing on roadway maintenance projects and document results, costs, quantities, progress, etc.; review projects to ensure contractors are in compliance with all federal / state environmental regulations and guidelines; and take necessary action when contractor fails to correct identified inadequacies. Assist with inspection of county and city streets and utility work as necessary; provide supervision to work crews as assigned and during emergency operations. Investigate and recommend solutions to maintenance complaints; estimate repair, construction and material costs.

Minimum Qualifications
Thorough knowledge and application of construction, maintenance, and repair techniques; of inspection procedures; and materials testing and acceptance. Ability to read, analyze and interpret contracts, road / bridge specifications and regulations pertaining to highway maintenance; to collect and analyze data and prepare reports; to monitor, oversee the work of others and to provide feedback or corrective guidance as necessary. Skill in the use of computers and software programs. Ability to obtain Work Zone Safety and Flagging Certification. Ability to obtain DEQ Dual Inspector certification within 12 months of employment. Valid driver’s license is required.
Additional Considerations
Experience in roadway maintenance, construction and equipment operations. Experience in monitoring, inspecting, and documenting contractors' work or overseeing the work of others. Skill in the use of automated construction management and financial software. Possession of Work Zone Safety and Flagging Certification. Possession of DEQ Dual Inspector Certification and ability to obtain VDOT materials certifications. Possession of CDL.

The position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the traveling public’s safety. Fingerprint-based background checks, work history and references, and DMV records will be verified prior to employment. Pre-employment physical with drug screen will be required of CDL holders. Safety shoes are required. Applicants must be eligible to work in the United States. H1B VISA Sponsorship is not available.
NOTE : All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL to a Class A from a Class B, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.
