Hauptaufgaben

As Environmental Protection Specialist, provides technical guidance and assistance to supervisory and key personnel of the Theater Logistics Support Center, Europe (TLSC-E) to resolve matters arising in the interpretation and implementation of policies and procedures, environmental standards, and in resolving operational problems. The programs are related to the development, implementation, and revision of storage operation methods and procedures to be applied in the handling, storage, disposal, pollution prevention and removal requirements of petroleum (POL) products and other hazardous substances at the Storage Activity Europe (SAE). Material received and processed, range from acids and bases to chemicals and agents, which become toxic pollutions if improperly handled. Incumbent is responsible for ensuring compliance with regulatory and policy requirements in receiving, handling, storing, packing and disposing of hazardous material. Makes determination through coordination with receiving stations inspection personnel, if hazardous material can be accepted and processed for storage or must be rejected. Participates in the coordination and scheduling of hazardous material turn-in from units / activities. Advises and participates with other staff elements in environmental project negotiations and controversial projects issues. Provides guidance upon requests from USAREUR units / activities, concerning the procedures for the transportation, handling, over-packing and turn-in of POL and other hazardous material at SAE. Determines identity and compatibility of material categories IAW Hazardous Waste Compatibility Chart of both, the German TRGS 510 and the military TM 38-410. Determines the nature and degree of the hazardous material received and in storage. Determines if containers containing hazardous material are safe to handle, not leaking, capable of withstanding routine handling and are safe for short term or long-term storage. When required, determines if containers containing hazardous material are ADR / DOT approved and marked with and labeled IAW ADR / DOT requirements. Performs inspection of POL and hazardous material storage areas. Ensures during inspection that material is properly handled, and warehousing methods are applied. Maintains records of scheduled inspections. Accompanies inspectors from agencies outside the Kaiserslautern Army Depot (KAD) compound when inspections of SAE, (KAD) are conducted. Reviews hazardous material and hazardous waste inventories and procedures within SAE.

Ensures KAD / SAE complies with DLA Disposition Services operating policy at each phase of the disposal cycle. Determines disposal cycle processing requirements IAW established criteria. Ensures shipping operations comply with ADR or Host Nation regulations. Initiates corrective actions to resolve manifest discrepancies. Maintains proper visibility of hazardous material inventories, utilizing EESOH-MIS outputs and other methods to comply with USAREUR regulations and maintains a hazardous material cadaster to comply with Host Nation Hazardous Substances Ordinance legal requirements. Requests and justifies accelerated disposal of hazardous material containers when on hand quantities create unsafe conditions. Intensifies inventory management control to accommodate shorter time frame. Contacts host nation officials (Umweltamt, Wasseraufsichtsbehoerde, Bundesvermoegensamt), generating activities, DLA personnel, USAG-RP Hazardous Waste Manager, and local environment personnel to coordinate requirements of environmental policies and directives. Serves as KAD's / SAE's representative on the Host Nation Environmental Board. Resolves problems within established disposal policies. Initiates and maintains required environmental reports, plans, and records in the processing of hazardous material. Ensures record keeping requirements are complied with (i.e., facility operating records, training records, un-manifested waste reports, etc.) or host country equivalent requirements. Ensures consistency of plans with Host Nation Installation Hazardous Waste Management and Spill Contingency Plan. Ensures that local support agreements are in existence. Ensures that an internal spill contingency plan is prepared and complies with by KAD / SAE personnel.

As Environmental Coordinator, manages different programs such as Hazardous Material, Hazardous Waste, Solid Waste, Energy Reduction, Spill Prevention, Hazardous Material Requisitioning, Spill Prevention, and Environmental Management System. Acts as the responsible Environmental Officer for the Hazardous Material Control Center (HMCC) and the Reuse Center in combination with the Environmental Enterprise Safety and Occupational Health Management Information System (EESOH-MIS) and is the coordinator between the Dangerous Goods Advisor and the SAE Director. Responsible for managing and coordinating all waste disposal actions within the KAD / SAE Directorate. Ensures waste is properly separated, collected and prepared for pick-up by disposal contractors. Assists in the preparation of hazardous waste facility permit applications. Acts as Chairman of the Hazardous Waste Committee Board at KAD to the USAG-RP and distributes, discusses and introduces changes all policies concerning environmental protection. Is responsible for correctness of all paperwork needed to transport hazardous wastes from KAD / SAE area on public roads to contractor disposal site. Acts as alternate COR for all hazardous material and hazardous waste disposal contracts within the KAD / SAE area to assist the USAG-RP hazardous waste manager. Accompanies contractors during removal of hazardous waste / material. Verifies that contractor's vehicles leave KAD's area with the required labels and markings in compliance with Host Nations Laws. Monitors contractor's compliance with all requirements of disposal contract and all environmental and safety requirements during removal. Notifies COR of discrepancies in performance and may immediately stop the contractor's work for violation of regulations or contract. Documents removal and forwards documentation to the COR. Recommends changes to existing and future service contracts. In specified situations, performs pre-inspection of hazardous waste / material on-site at generation point to assure that it is properly identified and the release documentation is in order.

Performs duties as Chemical Project Officer and leader to the Spill Response Team (SRT). Acts as Installation On-Scene Coordinator (IOSC), charged with the responsibility to coordinate and direct Army Controlled clean-up efforts at the scene of an oil or hazardous substance discharge or on adjacent to the installation. Is responsible for the immediate clean-up of minor spills and at least initial containment of major spills. Establishes task directives for clean-up actions. If spill cannot be handled by local SRT, takes further actions IA W Spill Response Plan. Reports incidents immediately, which are serious enough to pose a real or potential danger to German interests and notifies German authorities. Directs SRT to move leaking containers of POL or hazardous substances from storage and to repack or place in new containers, when applicable. In emergency cases, is authorized to issue directives and handle situation directly for the SAE Director. Conducts training classes and on-the-job training on subjects such as spill and pollution requirements while in storage or shipment and spill response and prevention. Develops required training material and training objectives.

Performs other duties as assigned.

This is a permanent full-time position (38.5 hrs. / week).

Position may be filled at the C-6A or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
