Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

Hauptaufgaben
Formulates and develops the programming and scheduling of assigned projects which encompass such categories as combat and tactical vehicles, vehicle secondary items, electronics, masks and wood work using complex automated management system (GCSS-Army, SAP based) . Researches and coordinates with shop supervisors for compilation of man-hour data and cost of parts, etc. Prepares and compiles daily production data using standard and uniquely developed reports from automated management system. Reviews each operation to determine if over scheduling exists and as necessary reviews schedules to prevent the overloading of any operation and the improper workloads to other shops. Makes minor adjustments in schedules of production programs during progress based on changes in orders from higher echelons as to needs, technical requirements, overhead rates, parts supply and local factors.
Makes personal contacts with shop personnel and management in securing necessary information which affects the program assigned. Reviews production and cost reports of funds expended to determine if actual unit costs are in line with funds available on unit cost basis. Where funds expended are in excess of available funds, makes necessary investigation of excessive man-hours, production problems, etc., securing the advice and aid of higher-grade employee in matters involving policy.
Maintains funding control information indicating funds authorized, obligated expended and un-obligated against production orders from higher echelons. Using automated management system and developed tools to compares cost estimates with funds authorized, determines adequacy and prepares correspondence with justifications for submission to higher echelon. Prepares and maintains program charts, records and files required of assigned programming activities.
Organizes, administers and coordinates all issues pertaining to a limited number of leasing and / or service contracts to ensure contractors involved meet their responsibilities for product quality. Ensures quality and timely work performance is provided by the Contractor(s). The incumbent initiates corrective action, such as withholding payment, renegotiating of certain clauses, partial or complete contract termination. Notifies the responsible Contracting Officer and contractor of violations and deficiencies noted. Prepares local operating procedures based on supplements, regulations, and manuals of higher echelons in the area of maintenance and quality assurance. Serves as the Contracting Officer Representative and primary source of information to the Contracting Officer in determining and evaluating the contract costs incurred. Follows surveillance techniques and written procedures to use in inspecting the operations or functions under contract to determine efficiency and equitable review appropriate to the service. This includes methods (metrics) for determining acceptability / non acceptability of performance. Is required to verify the validity of all quality assurance related reports and data supplied by the contractor.. Ensures contractor compliance with contractual specifications. Prepares reports on resources required (personnel, equipment, funding). Documents and develops cost data to make accurate, valid cost comparisons and develops justifications to support evaluations. Develops techniques for determining contract cost for use in a comparative cost analysis and projects complete costs that the Government will incur, through in-house or contract operations, in processing requirements for new or expanded contract work. Provides input, develops cost and cost rationale based on level of support for a variety of contracts, to include IDIQ contracts and evaluates contracted maintenance support for efficiency and cost-benefit ratio. Interprets, adapts, and implements regulatory directives affecting operational requirements and coordinates with affected contractors. Establishes / implements maintenance management controls and policies to prevent fraud, waste, and abuse of resources. Ensures contractor compliance with contractual specifications and completes Internal Controls Checklists IAW AR 11-2. Performs all duties resulting from the appointment as Contracting Officer Representative (COR).

C-05 :
E&T Level I : 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
E&T Level III and above : No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-5a :
E&T Level I : 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
E&T Level III : 1 year of experience as defined in B below.
E&T Level IV : No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
- Applicants must be in possession of a German driver's license class B.
LANGUAGE PROFICIENCY LEVEL :
English Language Proficiency level C1 AND German Language Proficiency level C1 required.
