Hauptaufgaben
Performs ShippingReceiving duties. This includes all manner of equipment repaired and calibrated by USAMMCE Clinical Engineering. Observes stockage levels of shipping supplies and reorders as necessary. Responsible for acquisition and management of repair parts, bench stock, tools and supplies. Serves as Division's secondary Government Purchase Card Holder (GPC) for all medical Test Measurement and Diagnostic Equipment (TMDE), one-time non-personal service contracts in support of the European Tri-service maintenance mission to include Central Asia, Southwest Asia and North Africa. Individual purchases are valued up to $2,500, with a monthly limit of $30,000, a yearly limit of $360,000, and are generally solicited under small purchase procedures. As Ordering Officer, the incumbent is responsible to and under the surveillance of the Europe Regional Contracting Office. When processing purchases that exceed the micro-purchase limit of $2,500, incumbent will refer Division requests to the Primary Purchasing Agent. A valid sole source document is provided or market research and analysis has been performed in accordance with the Federal Acquisition Regulations (FAR). Identifies reasons for transaction errors and failures. Makes decisions and recognizes problems relating to such matters as the need for stock review, detection of discrepancies, causes and adjustments required for stock balances conflicting with inventories, and the acceptance or rejection of items received. Resolves a wide variety of individual supply problems and informs the supervisor of the status or work, problem areas or matters not covered by reference material. Incumbent completes individual transactions, provides Customer assistance and maintains supply reference files. Conducts extensive and exhaustive data searches to retrieve and use data in response to various problems, questions and request in an effort to resolve data discrepancies.
Reviews / edits all records and requisitions for repair parts, tools, supplies and equipment submitted by division personnel; verifies, changes, or adds part numbers, nomenclatures, prices, unit of issue, manufacturers, quantities needed, and other necessary information for accuracy and completeness. Considering requirements, determines best sources and procedures to be taken to acquire materials and information. Based on guidance contained in applicable supply regulations, pamphlets, or manuals, adds to or otherwise adjust stock levels; sets or changes reorder points in accordance with governing supply regulations and guidelines; establishes a fringe file for non demand supported items or identifies the request as "mission essential". Conducts supply and equipment inventories and inspections; determines the frequency, areas to be evaluated, and prepares technical inspection checklists which cover all aspects of stock control, MILSTRIP and local procurement procedures, property accounting, etc. Analyzes past reports, on-site inspections, observations, etc., to assess the overall status and adequacy of the supply program. Identifies deficiencies, violations, excess, improper or inaccurate reporting, etc., and prepares comprehensive reports of findings. Recommends improvements or changes in techniques, procedures, or policies and ensures corrective actions are taken to eliminate inefficient or improper supply management practices. Keeps the Division Chief informed regarding the effectiveness of supply operations and programs
Maintains the divisions Evacuated Work Order Status Report and prepares the necessary follow-up correspondence to vendors concerning the status of requisitions and services as directed by the Chief, Clinical Engineering Division. As Divisions Secondary SAMS operator, updates WO status as necessary. Assists with the updating of the action code and status of work-orders in the SAMS automated work order management system for work orders with parts ordered, contract services, warranty services and depot repairs. Updates parts catalog in database as needed.
Processes receipt transactions for materiel being received under contract. Reviews packing lists, receipt documents, bills of lading, inspection reports and other actions against the contract or purchase order to verify accuracy of stock identification, quantity, costs and other pertinent data. Signs for proper receipt and prepares materiel receipt documents. Investigates purchases to ensure that items received meets conditions identified in the contract. When discrepancies exist, prepares a report of item discrepancy (ROD) and forwards it through appropriate channels. Forwards copies of certified receiving transactions to Finance and Accounting for payment.
Maintains a manual or automated document register and post all items ordered, received, canceled, or turned-in on a daily basis or as required. Maintains a manual or automated data base of all orders of repair parts by management code in the Defense Medical Logistics Standard Support (DMLSS) or in a data base identified by the Chief, Clinical Engineering Division. An entry is made for each repair part whether stocked or not.
Reviews all parts requests for administrative accuracy. Maintains a supply library to include supply regulations, bulletins, catalogs, technical publications and other reference materials. Any incomplete requests will be returned to the initiator, Shop Foreman or NCOIC.
Establishes and maintains all administrative files required by the Division's Standard Operating Procedures (SOP) for management of parts, tools and supplies. Maintains cumulative cost data to provide constant control over expenditures; request additional funds when ceilings are expected to be exceeded.
Maintains a manual system or database of the inventory of both common tools and toolboxes for the division. The incumbent provides copies of the inventory to all shop personnel. The inventory is updated every 180 days.
Maintains equipment sign-out register and sub-hand receipts for all tools and equipment issued to medical equipment repairers and personnel authorized to sign out tool from the supply room. The hand receipts are updated every 180 days.
Reviews and evaluates adequacy of existing supply Standard Operating Procedures and develops new and supplemental plans and instructions when required. Continuously seeks / develops methods, which will allow management increased control and accountability of equipment and greater flexibility in managing property, i.e., automated accounting procedures for reporting excess equipment, etc.
Work assignments involve various manual labor and store-keeping functions, which includes standing, stooping, and bending. Is regularly required to receive, pack, unpack sort, lift and carry items weighing 20 to 30 pounds. Incumbent is also required to perform incidental typing, i.e., supply requisitions, receiving reports, RODs, etc. A qualified typist is not required.
