Hauptaufgaben

Coordinates, prepares, administers, and controls, all support agreements which affect the command and subordinate commands, consisting of memorandums of agreement (MOA), memorandums of understanding (MOU), host-tenant support agreements, interservice support agreements, intra-service support agreements, reimbursable agreements, third party support agreements and international agreements.

Represents the command at negotiation meetings and conferences pertaining to support arrangements / agreements and support changes and problems.

Coordinates support requirements / agreements actions with the headquarters staff and subordinate major commands. Negotiates directly with high-ranking personnel across all military branches of service, private industry (both local national and US domestic), and with educational institutions.

Performs management studies, process flow analyses, benchmarking studies and business process review to solve complex clinical problems.

Studies will be conducted for various customers / processes within the organization, including : clinics, departments, hospital-wide and regional.

Processes may include : appointing, referrals, scheduling, clinic utilization, coding, billing, workload, productivity measurement and analysis, readiness, purchased care and revenue cycle management.

Specific work tasks include data gathering, time studies, process maps and preparation of reports and presentation of results into actionable information for the requestors.

Performs Management Studies and Analysis in support of data quality initiatives. Provides oversight and analysis in revenue cycle management as it pertains to business application and utilization of existing software applications.

Provides analytical support and guidance in optimizing the application and utilization of the electronic health record workflows to ensure data quality and compliance goals and objectives for the MTF are met.

Provides information on the impact on workload and revenue stream capture for various organizational processes in the electronic health record.

The focus of all activities will be on requirements for Revenue Cycle Management and electronic health record utilization.

Engages at command level and interacts with MTF staff of all levels, including outlying army health clinics. Performs analysis of business processes, roles / responsibilities, utilization of the electronic health record and clinic improvements with MTF staff from appointing through front desk to provider encounter documentation, and clinic workload data capture and reporting.

Conducts interviews, facilitates team meetings, identifies / cultivates champions, provides training and influences cultural change management.

Provide support to the Data Quality Management Control (DQMC) functions and programs.

Performs analysis to support a variety of clinic practice initiatives, to include : provider productivity, panel size determination, referral pattern analysis, utilization of ancillary services and related activities.

Provides analytical support regarding the integration, access and development of data to support the documentation of requirements for clinical areas utilizing DHA developed staffing models.

Retrieve data from different DHA databases and prepare integrated analyses. This requires communicating with the customer to develop the problem statement and gather requirements and data sources.

Prepares Business Case Analyses (BCA) from conceptualization, data collection, identification of alternatives, course of action selection, and submission to higher headquarters.

Evaluates organizational performance in DHA metrics set forth by DHA Clinical Communities and DHA Healthcare Operations. Provides statistical summaries, makes presentations, and works with teams to assess effectiveness against DHA measures / metrics for monitoring and tracking clinical outcomes.

Performs other duties as assigned.

C-7a :

E&T Level I : 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II : 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level III : 4 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level IV : 3 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level V : 2 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position.

The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C : Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled.

The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.

Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL :

English Language Proficiency level C1 AND German Language Proficiency level B2 required.

  • The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.
  • Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis.
