Specialty Trainer for Conventional Munitions Disposal (CMD) or Electronic Countermeasures (ECM))
Purpose. The overarching purpose of this project is to build the Senegalese Armed Forces' capacity to prepare, deploy, and sustain effective peacekeeping forces versed in the use of ECMs in support of United Nations (UN) and African Union (AU) mandated tasks.
Job Specific Tasks :
Develop and deliver high-quality classroom and field training that is informed by the latest UN and AU policy, doctrine, and guidance and that incorporates partner nation doctrine, processes, practices, and lessons learned.
The training must be mission-specific and responsive to changing mission trends.
- Mentor and engage with the partner nation forces to build confidence, address unique training requirements, and supports the development of institutional capacity.
- Develop Peace Operations Training Center (POTC) staff capable of maintaining, repairing, accounting, issuing, and storing equipment, supplies, and training support material after the completion of training.
Duties and Responsibilities : The Specialty Trainer shall support the Senior Specialty Trainer in
the conduct of all specialized contract training requirements specified in the SOW.
General Qualifications :
- The Specialty Trainer shall have a minimum of 5 years of technical experience which includes a relevant blend of military skills, experience, knowledge, and current certifications that will enable that individual to successfully train specific task performance objectives on this SOW.
- In addition to these minimum qualifications, Specialty Trainer shall have additional qualifications for the following tasks as outlined in the SOW.
For CMD / IEDD Tasks, the Specialty Trainer must have :
Minimum of five (5) years U.S. or NATO (or comparable, i.e., Australia and New Zealand) military explosive ordnance disposal (EOD) occupational specialty at E6-E9;
WO2-WO5; O3-O5 level.
Minimum certification as International Mine Action Service (IMAS) EOD Level 3 or other internationally recognized equivalent.
EOD certification and competency standards are spelled out in IMAS 9.30.
- Demonstrated experience conducting EOD planning and operations in austere environments.
- Preferred : Experience training foreign security partner troops and / or delivering capacity building programs.
- Preferred : Recent experience (EOD unit) while deployed to a combat, peacekeeping, or other contingency operation.
For ECM Tasks the Specialty Trainer must have :
- Minimum of five (5) years military or civilian experience which includes quantifiable experience operating, installing, repairing, and maintaining electronic countermeasure equipment and capabilities at the tactical level.
- Demonstrated experience integrating ECM capabilities with tactical maneuver units.
- Experience as trainer to a foreign security partner with directly related experience in capacity building.
Preferred Qualifications .
- Experience in Senegal and / or West Africa region
- French language fluency of 2+ / 2+ or better.
- Combat or Operational Experience using ECM, preferably the Allen-Vanguard Scorpion II.
