Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S.
Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.
EXTERNAL Local National Applicants, who reside in Germany.
Hauptaufgaben
As a senior HR specialist, monitors, tracks and processes military personnel actions, military leave, awards and performance evaluations.
Assists with Sponsorship program, personnel manning, promotion packages, orders, transportation arrangements, and transitions / separations.
Prepares / maintains required forms, records and files pertaining to assigned work. Makes additions, revisions, or deletions to records or files to ensure compliance with regulations, policies and procedures.
Reviews and verifies records to identify discrepancies and gaps in information. Interviews personnel to obtain additional information as needed to complete record and / or to resolve discrepancies.
Enters and / or validates data entered in automated systems, as needed and coordinates with supervisor to resolve discrepancies.
Retrieves data from various information sources to answer questions, responds to correspondence, prepare reports and briefings.
Verifies applicable directives are followed and ensures tasks are correctly completed. Provides guidance / assistance to the Chief, MPD, USAG Bavaria and USAG Bavaria directorates in the preparation of nominations for awards and processes the same.
Maintains files of commonly used written guidance and blank forms (either hard copy or electronic). Monitors preparation of individual performance standards and annual and special evaluations applying knowledge of military evaluation OER / NCOER and reports / process evaluation in the Evaluation Entry System (EES).
Provides advice and guidance to administrative staff. Work includes, but is not limited to, the administration of the following programs : retirements and separations, to include chapters and medical boards.
Logs in entries, determines approval route, creates coversheets, and tracks status through completion in the Integrated Personnel and Pay System- Army (IPPS-A).
Reviews, edits, revises, and makes recommendations for changes to a variety of staffing documents from throughout the entire organization.
Maintains a database using SharePoint to track all actions as they progress through the Command Group for final approval.
Coordinates with leaders and staff throughout the organization for requests for information in order to process the actions.
Interprets data to determine facts surrounding improper actions committed by service members. Perform a complete review of records and other case documentation of fraudulent enlistment or assignments.
Review documentation of actions leading to the removal of military members from active or inactive status; and ensure that documentation is correct and sufficient and that all levels of legal, medical, and administrative review are complete.
Review records and documents to develop facts and issues; research and provide explanations regarding rules, procedures, and requirements to military employees;
outline options for the case and recommend appropriate action; and answer questions and prepare reports pertaining to the case.
Provides guidance, resolves problems, assigns and adjusts priorities, on behalf of the Chief, MPD, USAG Bavaria, based on a comprehensive knowledge of DA and USAREUR-AF programs, policies, events, officials, and taskers affecting the mission and operations of the organization.
Screens district officer lists and develops lists of all enlisted personnel and commissioned officers eligible for promotion based on date of rank and schedule of pending promotion boards.
Oversees and reconciles promotion eligible lists and coordinate with selectees to resolve outstanding issues. Determines the appropriate primary and secondary military occupational specialty codes.
Prepares, develops, and maintains data / information to support personnel-related actions. Prepares and maintains military rating schemes, alert rosters, and key personnel rosters for military personnel, and prepares a weekly status report for military personnel.
Provides technical guidance to directors and command team concerning other personnel programs such as awards and decorations, OERs / NCOERs, maintains suspense's and follows up to ensure timely submission.
Reviews, analyzes and interprets enlisted promotion criteria and published promotion board results, and assists in creating board files and packages.
Prepares and sets up promotion board and attends promotion board as records w / o vote. Reviews documents after completion of board and integrates soldiers into HQDA promotion list.
Performs other duties as assigned.

E&T Levels I and II : not creditable for positions in this occupational series
E&T Level III A : The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g.
Industriekaufmann / frau, Kaufmann / frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann / frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation;
PLUS 1 Year of job related experience as defined below.
E&T Level III B and C : 1 year of job related experience as defined below /
E&T Level IV A, IV D and E&T Level V : No additional experience required.
E&T Level IV B and C : are not creditable for positions in this occupational series.
Job related experience : Experience that provided knowledge of human resources principles, practices and procedures in any existing area of specialization or in any combination thereof.
The applicant must demonstrate possession of specific knowledge, skills and abilities in the areas of specialization of the vacancy.
Creditable experience could have been gained within and outside the US Forces. One year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy and must be in the same or directly related area of specialization that is required in the position to be filled.

E&T Level I : 7 years of Job Related Assistant Experience as defined below. E&T Level II : 5 years of Job Related Assistant Experience as defined below.
E&T Level IIIA with unrelated apprenticeship : 3 years of Job Related Assistant Experience as defined below.
E&T Level IVB and C : 1 year of Job Related Assistant Experience as defined below.
Job Related Assistant Experience is any work experience as an assistant providing support to a Human Resources Specialist in any functional area in the Civilian Human Resources business.
At least one year of creditable experience must be in the same or directly related area of specialization that is required in the position to be filled.
Training : Selectee must complete mandatory training, as directed.
Current HR assistants in the 0203 occupational series may be placed at either the C-5a
lowest) or C-6 (highest) grade into positions in the 0201 occupational series.
Current employees in the 201 occupational series may be placed at the same or lower grade into any other functional specialties up to and including the C-7 grade level.
Current employees in a related occupation, e.g., 0560 Budget, 0343 Management and Program Analysts, etc., may be placed at the same or lower grade into any functional specialty in the 201 occupational series up to and including the C-6a grade level.
For promotions within or into the 201 occupational series, new qualification standards stated herein must be met.
C-6 :

- Position may be filled at the C-5a or at the full performance level, C-06. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
- The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
