ABOUT THIS JOB
Position Specific Summary
The Lead Human Resource (HR) Analyst position at the City of Tucson’s Human Resources department performs professional-level work in support of assigned area(s); plans and carries out work independently, utilizing knowledge of talent acquisition, data management, employee relations, and performance management; provides guidance and recommendations; prioritizes department needs, staffing strategies and always maintains and ensures a confidential environment. This position leads personnel in interpreting employment laws, Civil Service Commission Rules, policies, and procedures. HR management, compensation, classification, HR compliance, records retention, employee relations, training, and organizational development.
Work is performed under the supervision of the HR Manager. This position leads and instructs the daily operational work of HR personnel.

MINIMUM QUALIFICATIONS
Education : Bachelor's Degree
Experience : Five (5) years of directly related experience
License / Certifications : A valid and unrestricted driver’s license with two (2) years of licensed driving is required.
Any combination of relevant education and experience may be substituted on a year-for-year basis.
Preferred Qualifications :
Professional certification from a recognized human resource / personnel association.
Human Resource experience in a public entity setting.
Experience in any of the following areas :
Recruitment - Experience conducting full-cycle recruitment processes; Job posting development and candidate sourcing; Screening, interviewing, and selection.
Classification and Compensation - Reviewing and analyzing position descriptions; Allocating positions to appropriate classifications; Ensuring compliance with classification standards and guidelines; Salary analysis and administration; Pay equity and market comparisons; Developing or recommending compensation adjustments.
Corrective and Disciplinary Action - Advising management on progressive discipline; Preparing documentation for corrective actions; Ensuring compliance with laws, rules, and policies.
Training and Development - Designing and implementing employee training programs; Coordinating professional development opportunities; Evaluating training effectiveness.
Interpretation and Application of Laws, Rules, Policies, and Procedures - Applying state, federal, and local employment laws; Advising management and employees on policy interpretation; Ensuring consistency and compliance across HR functions.
Appeals, Grievances, or Hearings - Assisting in the preparation and response to employee grievances; Supporting management during appeal or hearing processes; Conducting investigations and compiling documentation.
Performance Management - Assisting with performance review processes; Coaching supervisors on performance evaluation techniques; Supporting performance improvement plans.
Program or Policy Development - Developing and implementing HR policies and programs; Conducting research and analysis to support policy decisions; Recommending improvements to HR procedures.
Performance Reviews - Administering and tracking performance evaluations; Ensuring timely completion of reviews; Analyzing performance data for trends.
Organizational Analysis or Development - Conducting organizational structure reviews; Identifying opportunities for efficiency and improvement; Supporting change management initiatives.
Employee Recognition - Coordinating employee recognition programs; Developing initiatives to promote engagement and morale.
Leading and Coaching - Provide leadership, and mentorship to HR staff across multiple functional areas; Promote team collaboration, accountability, and continuous improvement; Develop and train HR personnel to build capacity and ensure high performance; Contribute to organizational strategy through data-driven HR recommendations.
HRIS and Analytical Functions - Manage, analyze, and maintain Human Resources Information Systems (HRIS) to ensure data accuracy and integrity; Generate, interpret, and present HR analytics and workforce reports to support data-driven decision-making; Develop dashboards and metrics to track key HR indicators such as turnover, time-to-fill, diversity, and engagement; Collaborate with IT and external vendors to implement system enhancements and process improvements
