Hauptaufgaben
Incumbent serves as the administrator for Vehicle Processing Center(s) (VPCs), as designated in their area(s) of responsibility.
Incumbent is responsible and accountable for the overall operation of the Global Privately Owned Vehicle (POV) Shipping Program at his / her site(s).
As Contracting Officer's Representatives (COR), the duties encompass : assisting in policy / procedures formulation, quality assurance, invoicing, certifications, reporting, and operational analysis review.
The program covers the movement of entitled POV's from USAREUR, USAFE, and HQUSEUCOM into, within, and out of designated VPCs in the designated area of responsibility, by contract carrier.
As VPC COR, incumbent administers, reviews, analyses, evaluates, the daily performance of the VPC(s), and monitors the efficiency of operations.
Entitlements : Reviews and interprets policy guidance on entitlements to ship POVs within the VPC network. In coordination with the US Army Garrisons, Army Field Support Brigades (AFSB), Air Force Logistic Groups (LG), and respective staff, elements, integrates entitlement guidance into one entity to provide full coverage of customer's entitlements, and to simplify procedures.
Disseminates regulatory guidance to Transportation Managers, service components and contractor.
Quality Control Enforcement : Evaluates expected program performance for quality control standards. Assists in developing performance standards and appropriate surveys to measure the effectiveness of the service provided.
Directs and interprets data collection to evaluate compliance with the standards at designated VPC(s). Develops and implements the necessary corrective action to ensure that standards are met, and that customer's feedback is included in the corrective action at designated VPC(s).
Resolve disputes between contractor and customers. Maintains liaison with and provides information to military claims agencies.
Observes enforcement of agricultural standards for exporting POVs to the US Customs Territory. Assures contractors are in compliance with relevant command directives.
Reports : Evaluates performance against standards of contract and command policy. Determines data collection, designs input requirements, sources, and output formats, provides reports as required.
Summarizes specialized reports to transportation managers, commanders, contracting officer and contractor. Develops internal reports on status of the new POV delivery system and prepares one on time reports as required by the MTMC-Europe Project Manager Military Surface Deployment and Distribution Command (SDDC) Program Manager or the Contracting Officer.
Respond to AAA, GAO, Congressional and DODIG reports and queries : Assists auditors and reviewers in analyzing delivery service and performance.
Takes corrective action to any accepted recommendations which improve the program. Justifies command position to take other than the recommended actions.
Responds to inquiries and complaints from customers, DOD, and government agencies as required.
Representation : Leads meetings and conferences to represent SDDC and the Global POV Shipping Contract program at designated VPC(s) concerning contracted POV shipment policies and procedures.
Represents customers and service components to the contractor, contracting officer, and other functional agencies to coordinate and integrate policies and procedures.
Maintains close and continuous liaison with functional specialists, program managers supporting the Global POV Shipping Contract Program at Garrison, AFSB, Air Force LG , Commanders and command staff, ITO / TMOs, and USAREUR Vehicle Registry office.
Functional Management : Coordinates with USAREUR, USAFE, HQ USEUCOM and supporting activities for use of VPC facilities, to include improvements, expansion or relocation of the VPC.
Evaluates performance standards, efficiency of operations and customer satisfaction. Identifies facility requirements and submits requests and work orders to facilitate and sustain GPC operations at designated Government Owned / Contractor Operated (GO / CO) VPC(s).
Funds Management : Develops and executes a program for verification of all contractors' invoices. Develops service performance standards, quality assurance controls, and safeguards against billing errors.
Plans and programs funds for base operation support of his VPC site, plans for internal transportation requirements, office supplies, and TDY travel.
Prepares briefings and reports, as required, on situations encountered on invoice verification, or other area related to funding, its impact on the POV delivery programs.
Performs other duties as assigned.

C-5a :
E&T Level I : 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II : 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
E&T Level III : 1 year of experience as defined in B below.
E&T Level IV : No additional experience required.

C-6 :

Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position.
The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
- Applicants must be in possession of a German driver's license class B.
- Must be able to obtain and maintain a military driver's license.
- Office automation skills are required.

This is a permanent full-time position (38.5 hrs. / week).
The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.
Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis.
This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
Position may be filled at the C-5A or at the full performance level, C-06. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
