Hauptaufgaben

The Incumbent operates, controls and maintains the computer-controlled Utilities and Energy Monitoring and Control System (UMCS), connected to remote sensors, data gathering devices and multiplexers.

The UMCS system include more than 300 computer operated control panels within Ansbach Area. Performs coding, testing, maintaining documentation and data bases, and provides related support in unit programming and system development and consults with the Manufacturer, HONEYWELL Building Solutions GmbH, as required.

Maintains program modules which require frequent variations in requirements and performs program modifications, providing for variations in recurring runs and special reports and assures accuracy and timely processing.

Initiates corrective actions in situations where unanticipated program errors occur for which prescribed operating instructions are inadequate.

Makes minor adjustments to ensure continuity of operations and to modify system for changes in requirements. Suggests alternative directions and makes language changes to resolve invalid output.

Performs coding, testing, maintaining documentation and data bases, and provides related support in unit programming and system development and consults with the Manufacturer, HONEYWELL Building Solutions GmbH, as required.

Monitors function of measurement devices and scales for chlorination and fluoridation level of water. Takes samples for analysis, and records date / time, sampling point, and values.

Analyzes measurements and results of pH-value, conductivity, chlorination and fluoridation daily. Performs technical inspections of devices and systems periodically.

Calibrates measurement devices and scales. Checks grounding systems, facilities, and electronical controlling systems of all water distribution systems, delivery stations, water plants, and pump stations for potable and industrial water.

Uses appropriate test equipment, instruments, and detectors to locate deficiencies in water quality and water supply systems, such as : water losses, leaking valves, malfunctioning pumps or water treatment systems, and injection doses of chemicals.

Performs preventive maintenance and resolves problems within prescribed procedures and guidelines. In emergency cases, troubleshoots and repairs special equipment, such as chlorination and fluoridation equipment or metering devices.

Operates technical, electronical, and computer-based equipment and instruments, monitors and records measurement results, meter readings, chemical values, and all other related data for documentation and analysis.

Reports technical problems, deficiencies, emergencies, and unusual problems to supervisor, Plumbing / Steam fitting Shop.

Establishes schedules for maintenance, repair, overhaul, or replacement of equipment, systems, devices, and instruments of water treatment, water distribution, and water controlling systems.

Conducts field surveys of exterior water- and fire-fighting systems annually or upon special requirement or direction. Makes recommendations for replacements or modifications of systems in order to improve consumption and quality of water, and to enhance operations impacting health or safety.

Advises on scheduled or unscheduled repair or replacement of systems, and obtains approval from the supervisor, Plumbing / Steam fitting Shop.

Submits schedules and recommendations to supervisor for review. Initiates maintenance and repair work. Maintains a record of equipment inventory in the Area of Responsibility (AOR), including age, location, model number and condition, to effectively manage the life cycle of inventory for potential replacements.

Adds new tested program capabilities to computer systems, makes provision in command structure and memory devices for storing new data bases, and closely monitors program operations for errors.

Maintains records of operation of all plants and equipment. Reports deficiencies to supervisor and initiates corrective action.

Obtains records and provides information on water supply operation and system as required. Prepares program documentation manuals for local records and distribution.

Follows system documentation including flow charts. Maintains software and hardware files on all computer control equipment and devices.

Monitors contractor performance and compliance with technical as well as health and safety related requirements. Inspects water treatment and producing facilities and plants, water distribution system, and water treatment equipment as to their performance, safety, condition, maintenance standards, and requirements for repair or replacement of components.

Tests chlorination and fluoridation equipment for proper function and initiates corrective action if deficiencies are found.

Reports findings to supervisor.

Performs other duties as assigned.

C-06 :

1. Following qualification standards apply for internal placements. E&T Levels I : 3 years of creditable experience type a, defined below;

and 2 years of creditable experience type b, defined below.

E&T Levels II : 2 years of creditable experience type a, defined below; and 2 years of experience type b, defined below .

E&T Levels III A is creditable with a directly or closely related apprenticeship or specialization / certification to the trade of the position;

PLUS 2 years of creditable experience type a, defined below; and 1 year of experience type b, defined below.

E&T level, III B, C PLUS 2 years of creditable experience type b, defined below.

E&T Levels IV A is creditable with a directly or closely related apprenticeship or specialization / certification to the trade of the position;

PLUS 1year of creditable experience type b, defined below.

E&T Levels IV B, and C are creditable with a directly or closely related apprenticeship or specialization / certification to the trade of the position;

no additional experience required.

E&T level, IV D is not creditable to use for substitution of experience. Individuals with these E&T Levels must demonstrate knowledge and experience in the trade of the position.

E&T Level V : creditable with a directly or closely related field of study to the trade of the position; no additional experience required.

If the study is not in a directly or closely related field, the individuals must demonstrate knowledge and experience in the trade of the position.

Creditable Experience Type a : Journeyman or equivalent level experience in the trade or in a closely related trade that is to be performed in the position.

Creditable Experience Type b : Experience as an inspector or specialist in the same or similar trade in the same or similar position.

Creditable experience must have been gained at a level of difficulty that is comparable to the next lower grade.

Exceptions :

1) Current employees in the same or similar inspector or specialist positions who have served one year in their current grade qualify for the next higher grade, regardless of their E&T Level.

2) Current employees who have served one year in a foreman position without official certification as foreman (Meisterbrief) in the same or similar occupation qualify up to the C-6 level.

3) In the absence of qualified applicants, a waiver of qualification requirements may be initiated in order to promote or reassignment current employees who have already been performing same or similar work.

2. Following qualification standards apply for external placement :

E&T level I, IIA, III B and C and IV D : Not acceptable for positions in this occupational series.

E&T Levels IIB : Only creditable with a directly or closely related apprenticeship or specialization / certification to the trade of the position;

PLUS 3 years of creditable experience type a, defined below; and 1 year of experience type b, defined below.

E&T Level III A : is creditable with a directly or closely related apprenticeship or specialization / certification to the trade of the position;

PLUS 2 year of creditable experience type a, defined below; and 1 year of experience type b, defined below.

E&T Level IV A, B, C : Only creditable with a directly or closely related apprenticeship, specialization / certification or study to the trade of the position;

no additional experience required.

E&T Level V : creditable with a directly or closely related field of study to the trade of the position; no additional experience required.

If the study is not in a directly or closely related field, the individuals must demonstrate knowledge and experience in the trade of the position.
