Hauptaufgaben
Serves as Structural Specialist applying theories of structural dynamics, including distribution of loads, stresses resulting from loads, and strength of materials, to the design or construction of structures, or development of criteria and standards pertaining to such.
As a senior structural engineer, employee specializes in terms of functional area, geographical area, and / or facility type.
May perform special studies or investigations or may serve as an expert witness for higher headquarters or special committees.
Conducts design reviews of the structural features of multimillion dollar projects designed by A / Es, Host Nation Agencies, and construction contractors under one-step "turn key" contracts.
Assignments include but are not limited to large, complex facilities such as maintenance facilities for motor vehicles, aircraft, and missile systems;
industrial facilities for repair or renovation of military material; hospitals; multi-story structures; and protective structures against the effects of conventional or nuclear weapons.
Projects are designed for construction in Germany or in other European and Middle Eastern NATO or allied countries. Prepares the structural portions of in-house design in connection with other major change orders of US / NATO military projects for overseas construction.
Performs the most complex design reviews and original designs that are complicated by the requirement to adhere to foreign and US building, safety and fire codes, the use of US and Host Nation Materials and equipment, differences in material standards and construction techniques.
Receives and review assignments in the form of design analyses, design concepts, and / or preliminary design, pre-final and final design for a wide variety of the most difficult and complex projects.
Conducts initial reviews of plans for conformance to USACE guide specifications, Host Nation requirements, conformance to project criteria, military design manuals, US and foreign design manuals, US and Host Nation building codes, etc.
Makes detailed reviews of design concepts for individual structures or complete projects for the suitability and economy of materials and construction processes, etc.
Reviews plans and makes static and dynamic load studies and analyses of planned and existing (Some 40-50 years old) structures to determine structural stability, for resistance to explosions, for seismic resistance, where applicable, etc.
May set up an appropriate mathematical model and use computer applications to determine bending moments, shears and forces needed for the design of structural members.
In order to accomplish the above, conducts continuous studies and research of European, particularly German, design and construction practices and codes to maintain a current knowledge of local reinforced concrete, steel, masonry and pre-stressed concrete standards.
Compiles and prepares technical data in the form of correspondence, design analyses, reports or memoranda for the record.
Conducts research and prepares justifications for changes in design criteria, alternate types of materials or construction techniques to be used, costs, etc.
Performs structural engineering portions of in-house design projects and coordinates structural design reviews with other in-house design reviews disciplines to assure that all review comments and changes are discussed, understood and / or incorporated into the final design.
Provides structural design advice and assistance on unusual and complex structural features to other Division engineering and construction elements, as well as to using services, i.
e., Army, Air Force, Navy and Host Nation representatives. Reviews, develops and disseminates new structural criteria to appropriate engineering elements, determining the type of action to be taken on changes to existing design criteria on projects under construction, and changes to criteria manuals.
Prepares, coordinates and monitors requests for major design modifications to plans, specifications and estimates for the structural phases of change orders to design or construction contracts, as well as amendments to bidding documents during the advertising or construction phases.
Prepares recommendations and justifications for modification of standard USACE plans, specifications and criteria based on field experience and on analysis of recurring types of design deficiencies.
Prepares plans, specifications and criteria to cover structural design requirements not anticipated in USACE.
Performs other duties as assigned.

E&T Levels I thru IV : not creditable for positions in this occupational series.
E&T Level V : Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position.
Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
- Office automation skills required
- Driver's license class B required.
LANGUAGE PROFICIENCY LEVEL :
English Language Proficiency Level C1 AND German Language Proficiency Level C1 required.
