Hauptaufgaben

Serves as German (GE) legal attorney and advisor within the HQ USAREUR-AF, OJA Client Services Division. Provides expert legal opinions and advice concerning GE laws, precedents, interpretations, and application to eligible individual clients in the HQ USAREUR-AF and US Army Garrison, Wiesbaden (USAG Wiesbaden) area of responsibility (AOR) and to clients in other areas based upon extensive subject matter expertise or conflict of interest considerations. Actively participates in performing program responsibility for the formulation, development, and administration of the Legal Assistance, Tax Assistance, and Preventive Law areas of legal practice. Mentors and trains junior U.S. military, US and HN civilian attorneys, and other staff on matters related to areas of practice. Translates from German to English, and vice versa, complex legal documents pertaining to client representation. Provides professional legal services to eligible US military and civilian personnel on matters requiring an extensive knowledge of family law, estate law, consumer affairs law, real estate law, insurance law, tax and customs law, landlord/tenant law, HN administrative law, military/civilian law, tort law, claims and other authorized legal areas. Renders professional consultation and advice on numerous matters including but not limited to host nation marriage, separation, divorce, nonsupport, paternity, child custody, wills, guardianship and health care directives, leases, evictions, landlord disputes, personal property, bankruptcy, debts, banking problems, credit cards, insurance coverage and disputes, various taxes, civilian criminal matters and traffic violations. Provides advice and guides clients in negotiating resolutions in civil law matters. Maintains current and expert knowledge of HN constitutional, criminal, administrative, and civil law. Guides clients in obtaining legal documents and explains rights, procedures, and best approaches in the above areas of law, to the extent authorized by regulation, including those regarding applicable HN administrative and judicial forums. Identifies and resolves legal, ethical, and client conflict of interest situations. Identifies, explains, and advises staff and clients on potential for application of HN criminal laws. Complies with applicable and compatible US and HN ethical rules and requirements of legal practice. Performs policy and legal services program management functions. Keeps abreast of current German judicial, legislative, and regulatory developments of interest to US Forces legal client service operations, with regard to both advising individual clients and establishing OJA policy on services, approaches, and Command information distribution on such developments. Advises th1 Chief, Client Services Division regarding all critical legal developments with potential to affect wide segments of the US Forces client base; briefs the Judge Advocate and Commanders accordingly, and coordinates closely with OJA International Law Division to ensure uniform awareness and office approach. Actively participates in performing program responsibility for the formulation, development, and administration of the Legal Assistance, Tax Assistance, and Preventive Law area of legal practice for the entire USAREUR-AF area of responsibility. Provides briefings (e.g., new arrival orientation of US Soldiers and civilians), and at other similar events. Prepares and presents instruction at theater-wide conferences and continuing legal education events. Mentors and trains junior U.S. military, US and HN civilian attorneys, and other staff on matters related to areas of practice. Provides technical supervision and training to HN and US paralegal/clerical employees. Familiarizes OJA attorneys who are assisting the Client Services Division on a transitory or permanent basis, with scope and extent of German legal assistance and other advice normally rendered at the OJA Client Services Division. Translates from German to English, and vice versa, complex legal documents pertaining to client representation. Routinely provides clearly written, English language articles that are comprehensive and immediately useful to the client base, for publication in Command Information Publications such as installation papers. Reviews outgoing German language legal documents and correspondence, within the Division, for quality control and/or correction. Interprets and/or translates court proceedings.
Performs other duties as assigned.

E&T Level V: Applicants for positions in this series must be graduates of the German university with major study in German basic law (abgeschlossenes Jurastudium) and be in possession of the 1st and 2nd State Examination (1. und 2. Staatsexamen). Education completed in foreign law schools cannot be credited as the position requires expertise in German law.

E&T Level V: Applicants for positions in this series must be graduates of the German university with major study in German basic law (abgeschlossenes Jurastudium) and be in possession of the 1st and 2nd State Examination (1. und 2. Staatsexamen). Education completed in foreign law schools cannot be credited as the position requires expertise in German law; PLUS 2 years of job related experience.

This experience is professional work experience at the highest level of responsibility on complex matters pertaining to the area of specialization of the vacancy. The experience must demonstrate thorough knowledge of the area of specialization, the ability to apply sound judgment, coupled with a high degree of personal initiative and ability to independently advise all levels of customers on complex and difficult matters pertaining to the area of specialization of the position.

* Driver's license class B required.

LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency Level C1 required.
